1. The Department of Basic Education will be conducting the 4th YCAP Competition in 2013. The competition involves Grade 10 learners in activities that focus on social issues of concern in their school or community.

2. This competition is also aimed at developing learner awareness of the values underpinning the Constitution through their involvement in social issues linked to the Grade 10 CAPS for Life Orientation. Learners are expected to bring about positive change in the chosen issue.

3. The competition stipulates that a team of ten Grade 10 learners choose a project and follow the guidelines provided with the toolkit that will be supplied to schools. Learners will be required to show that they are able to budget for their project, and track the money that they raise and spend. The team should also show how capable they are at putting together a professional portfolio and presenting the information orally in a clear and confident manner.

4. Prizes will be awarded to schools at provincial and national levels:
4.1 Provincial: The winning school receives R5 000,00 to spend on expansion of the project. The second-placed school receives R2 000,00 and the third-placed school R1 000,00. The winning school will represent their province at the national event.
4.2 National: The winning school receives R10 000,00 to spend on expansion of the project. The second-placed school receives R7 500,00 and the third-placed school R5 000,00.
4.3 Each member of the teams placed first, second and third will receive a Platinum Certificate of Performance.
4.4 All transport and accommodation costs associated with the national competition will be carried by the sponsor.

5. The Western Cape Education Department would like to encourage all schools to participate in this competition.
