1. The Annual National Assessments (ANA) will be written from 10 to 13 September 2013. To ensure that each learner receives the tests in the correct grade and language of learning and teaching (LOLT), it is important that the registration of learners in Grades 1 – 6 and 9 is accurately recorded on the CEMIS.

2. School principals were able to access the pre-populated ANA learner registration sheets through the CEMIS from 20 Feburary 2013, and were requested to verify and sign off the ANA learner registration information by 26 March 2013.

3. It has come to the attention of the WCED that not all ANA learner registration sheets display the correct information, and updates are therefore required. With regard to the language of assessment, the following information is important:
3.1 Each learner has to write a Language test and a Mathematics test.
3.2 Each test will be provided in the LOLT of the learner.
3.3 In the case of the Intermediate and Senior Phases, the level of the Language test must be the same as the level (Home Language or First Additional Language) at which that language is studied at school.
3.4 The language levels of the tests are explained in 3.5 and 3.6 below.
3.5 Language of assessment in the Foundation Phase (Grades 1 – 3)

Subject Language of learning and teaching (LOLT) Language of assessment: Language Language of assessment: Mathematics
IsiXhosa Home Language IsiXhosa IsiXhosa Home Language IsiXhosa
Afrikaans Home Language Afrikaans Afrikaans Home Language Afrikaans
English Home Language English English Home Language English
seSotho Home Language seSotho seSotho Home Language seSotho

In the Foundation Phase, the ANAs will be provided at Home Language level.

3.6 Language of assessment in Grades 4 – 6 and 9

Learners in Grades 4 – 6 and 9 will be assessed in either English or Afrikaans (either at Home Language level or at First Additional Language level) as explained below:

Subject Subject Language of learning and teaching (LoLT) Language of assessment: Language Language of assessment: Mathematics
English Home Language IsiXhosa First Additional Language English English Home Language English
Afrikaans Home Language English First Additional Language Afrikaans Afrikaans Home Language Afrikaans

3.7 A report is available under the Assessment/ANA 2013 tab on the CEMIS, and it will indicate the LOLT per class. This second report must be verified by the grade head, and signed off by the principal by 25 April 2013.
3.8 This verification is very important as the information will be sent to the Department of Basic Education and also used for the printing of the tests and their distribution to schools.

4. Learners with special educational needs
4.1 Principals of mainstream schools who have learners with special educational needs who are following the National Curriculum Statement and who are writing the ANAs, must confirm the primary disability of each of these learners on the Learner Update sheet. For learners who have new or undocumented special educational needs, the principal must submit an application to the education district's Special Needs Education Adviser, who will process these requests.
4.2 Mainstream schools with learners who require adapted tests (braille, large font, question paper for the deaf) must indicate the adaptation needs of the learners by clicking on the special needs section on the CEMIS.

5. Special schools
5.1 Special schools offering the National Curriculum Statement to learners who are in the appropriate grade and age will write the ANAs.
5.2 Principals of special schools are requested to verify the learners writing the ANAs by clicking on the "Assessments" link, then "SNE ANA Learners", and then "Manage my learners". Indicate by means of a tick which learners in the class will be writing the ANAs. Question papers will be provided for these learners only.

6. State-aided independent schools

State-aided independent schools offering the National Curriculum Statement in Grades 3 or 6 will be required to write the ANAs. The school will write the tests of the highest grade offered at the school, for example, in an independent school in which there are Grades 3 and 6 learners, only the Grade 6 learners will be required to write the ANAs.

7. Final verification of learner registration data

Principals are required to do the final verification of learner registration data by 25 April 2013. Principals are requested to print and sign the learner registration document and submit it to their education district office by 26 April 2013. The Assessment Co-ordinators are required to submit the learner registration documents to the head office by 29 April 2013.

8. Education district officials and principals are kindly requested to note the contents of this minute.
