1. The procedures and dates for subject changes remain as stated in the National Policy Pertaining to the Programme and Promotion Requirements of the National Curriculum Statement Grades R – 12.
2. A learner may change a maximum of two subjects in Grade 10, provided this is done before 31 July 2014.
3. A learner may change a maximum of two subjects in Grade 11, provided this is done before 28 February 2014.
4. In exceptional cases, for instance, a learner moving from one province or school to another, the learner may change one subject in Grade 12, provided this is done before 31 January 2014.
5. After the 2013 Grade 12 preliminary schedules were sent to schools for verification and signing off, it was evident that some school principals had not followed subject change procedures as many late subject changes were made on the preliminary schedules.
6. Principals are reminded that the Western Cape Education Department (WCED) cannot continue to accept late subject changes or allow the changing of subjects on submitted preliminary schedules. From 2014 onwards, action will be taken against schools and principals who continue to ignore the required procedures and the closing dates for subject changes.
7. Principals are reminded that the National Senior Certificate is a three-year qualification and that each subject must be offered in Grade 10, 11 and 12. Candidates may not apply at the beginning of the Grade 12 year to register for an extra subject.
8. In order to apply for a subject change, a memorandum of agreement must be completed by the parent, principal and the subject teacher. The memorandum of agreement (Addendum A) will replace the letters to be submitted by the three parties, as stipulated in Assessment Management Minute 0014/2012. A copy of each completed Addendum A must also be filed at school so that it is available to the district office on request.
9. Schools are advised to provide each Grade 12 learner with a Centralised Educational Management Information System (CEMIS) registration report by 24 January 2014 and have each learner sign that his/her subjects are correct. Any errors must be corrected on the CEMIS before Friday, 31 January 2014, using the correction facilities on the CEMIS.
10. Schools are reminded that the CEMIS registration data is used to register the Grade 12 6candidates on the Integrated Examination Computer System (IECS). This data is used to print the preliminary schedules. The accuracy of the Grades 10 – 12 CEMIS data is crucial to the prevention of subject changes on the preliminary schedules.
11. Principals and education district officials are requested to bring the contents of this minute to the attention of the staff, parents and learners.
