Quality assurance of examination processes at all levels is essential in ensuring the credibility of the examination results. This includes unannounced visits to the examination centres to ensure that all examination processes and procedures are conducted effectively and according to the regulations for the conduct, administration and management of examinations. |

Representatives from the following three bodies will monitor the examination processes at the examination centres: |
2.1 |
The Western Cape Education Department (WCED): As in the past, Circuit Team Managers, IMG managers, members of the circuit teams, officials of the Directorate: IMG and members of the Chief Directorate: Assessment and Examinations will check whether the examination processes are conducted effectively; |
2.2 |
Umalusi - The Council for Quality Assurance in General and Further Education and Training; |
2.3 |
The Department of Basic Education (DBE); and |
2.4 |
The Department of Higher Education and Training (DHET). |
3. |
Monitors from Umalusi, DBE and DHET have been specifically appointed for this purpose and will not necessarily be accompanied by WCED officials when visiting examination centres. |

Circuit Team Managers, IMG managers or members of the circuit teams will not necessarily be monitoring in their own circuits only. |

All monitors will be in possession of identification documents or letters of appointment as monitors and will check all examination procedures, for example, the removal of question papers from the strongrooms, the safe keeping and storage of examination papers in strongrooms or safes, the actual writing of the examination in the examination venues and the invigilation. |

No person may be allowed to enter an examination centre without producing either an identification document from Umalusi or the DBE or a letter of appointment as a monitor from the WCED. Should there be any doubt about a person’s identity, the head of the institution must telephone the Director: Assessment Management (Mrs Z Modimakwane) at 021 467 2057 / 071 683 6286, the Director: Examination Administration (Mr AP Clausen) at 021 467 2945 / 082 773 9980, Mr J Parbhoo at 021 467 2572 or Mr TJ Magwaca at 021 467 2626, without delay. |

The WCED supports this monitoring process and is confident that the examination processes at its schools are managed with integrity. Heads of the institutions concerned are therefore urged to co-operate with the monitors in all respects. |

Monitors have been asked to report to the office of the head of the institution when they arrive and again when they leave. Heads of institutions are requested to sign the monitoring instrument and also to ensure that the monitor signs the Register for Monitors. |
9. |
Accompanying this minute is the monitoring instrument (Annexure A) to be used for monitoring the writing of the examinations. |
