1. The amended National Norms and Standards for School Funding (Government Gazette No. 33973, Notice 48 attached) indicate that the Grade 3 or the Grade 6 Annual National Assessments (ANA) will be used to measure learner achievement in independent schools that are eligible for a subsidy.
2. This minute serves to inform all state subsidised independent schools that offer Grade 3 or Grade 6 that they are required to write the ANA from 10 to 13 September 2013, as indicated on the attached timetable. The ANA will be written by either Grade 3 or Grade 6 learners at the school, whichever of the two grades offered at the school is the higher.
3. Each learner will write a Language test and a Mathematics test. Each test will be provided in the language of learning and teaching of the learner.
4. In the Foundation Phase the ANA will be provided at Home Language level as indicated in the table below:

5. Language of assessment for Grade 6

In the case of the Intermediate Phase, the Language test must be the same as the level at which that language is studied at school (Home Language or First Additional Language). Learners in Grade 6 will be assessed in either English or Afrikaans (either at Home Language level or at First Additional Language level) as explained below:

6. To ensure that learners receive the correct number of tests in the correct language of learning and teaching, learner registration information must be indicated correctly on the Centralised Education Management Information System (CEMIS). A report is available under the "Assessments/ANA 2013" tab on the CEMIS, and it will indicate the language of learning and teaching per class. This report must be verified by the grade head, and signed off by the principal by 15 August 2013.
7. In order to assist schools with the preparations for the ANAs, the Department of Basic Education has produced assessment guidelines for each grade and subject (Language and Mathematics), which outline the subject content that must be covered by schools prior to the writing of the ANAs. The guidelines have been distributed to the education district offices and have been placed on the GET Assessment website. 8. The school principal is expected to attend a training session on the administration of the ANA. This session will be conducted by the education district officials. Principals are expected to cascade this training to their own invigilators.
9. The school principal is required to appoint an invigilator for each Grade 3 or 6 class that will be writing the ANA. Test administration in independent schools will be co-ordinated by an education district official.
10. Principals of independent schools are kindly requested to note the content of this minute and to bring it to the attention of the teachers and learners concerned.
