1. The Continuing Professional Teacher Development Management System (CPTDMS) was introduced through the National Policy Framework on Teacher Education and Development, gazetted on 26 April 2007.

2. The CPTDMS is aimed at

  • ensuring that current initiatives devoted to the professional development of teachers contribute more effectively and directly to the improvement of the quality of teaching;
  • emphasizing and reinforcing the professional status of teaching;
  • providing teachers with clear guidance about which professional development activities will contribute to their professional growth;
  • protecting teachers from fraudulent providers; and
  • expanding the range of activities that contribute to the professional development of teachers.
3. The South African Council for Educators (SACE), in collaboration with the Department of Basic Education and provincial education departments, devised the CPTDMS, and then refined it, using the findings and recommendations emanating from a pilot project conducted in the nine provinces.
