1. In line with the strategic objective of the national Department of Basic Education, the Western Cape Education Department must ensure that all learners have the necessary textbooks and stationery at the start of the 2013 school year.

2. To achieve this objective, principals are required to ensure that their schools' requisitions for learning and teaching support material (LTSM) are submitted to the LTSM Ordering Office by no later than 24 August 2012.

3. Public schools have been given the opportunity to order a textbook per subject for all subjects (excluding Life Skills and Life Orientation) on the online ordering system on the CEMIS and iSAMS. Orders for Grades 4 and 6 must be submitted by 15 August 2012.

4. The WCED has selected the important LTSM priorities listed below. Non-Section 21 schools are required to use their remaining LTSM (Norms and Standards) allocation to order these items.

  • A Life Skills (Grades 4 to 6) or Life Orientation (Grade 11) textbook per learner
  • Additional teachers’ guides for Grades 4 to 6 and 11
  • Foundation Phase Phonics Programme from the National Catalogue
  • Core readers and/or reading schemes for Grades 4 to 6 from the National Catalogue
  • Top-up textbooks and readers for Grades 1 to 3 and 10 from the National Catalogue

The attached requisition form may be used for this purpose.


5. The procurement processes for Section 21 and non-Section 21 schools, as outlined in WCED Circulars 0003 and 0004 of 2012, must be followed.

6. Schools are once again reminded that they must have an efficient textbook management system so as to ensure that textbooks are retained for at least three years.

7. Kindly bring the content of this minute to the attention of all members of staff.
