The Western Cape Education Department (WCED) in collaboration with the Western Cape Education Foundation (WCEF) will commence with the introduction of youth leadership development programmes in the Western Cape. The initiative is in response to a particularly strong demand from education districts to strengthen representative councils of learners (RCLs) in certain schools. |

It is imperative that RCLs become more functional and take up the responsibility of encouraging fellow learners to approach their education positively. It is also hoped that this initiative will assist the affected schools considerably to improve school discipline. Teacher liaison officers (TLOs) are key to the success of this drive. |

The Directorate: Institutional Management and Governance Planning (IMPG) is tasked with ensuring that there is an established RCL at each school enrolling learners for Grade 8 and higher, as prescribed in section 11(a) of the South African Schools Act, 1996 (Act 84 of 1996), as amended. TLOs and RCLs require continual training and support so as to strengthen governance in all our schools. |

The Directorate: IMGP, in partnership with the WCEF, envisages conducting the following activities in March 2012: |
| 4.1 |
A pilot project in the Metro East Education District for the purpose of equipping the RCLs, as agents of change, with leadership skills. Fifteen schools will be randomly selected to participate in the project. The selected schools will be informed of venues in due course, via their district IMG heads. |
| 4.2 |
A one-day seminar involving 200 TLOs from the 8 education districts, district RCL co-ordinators, and school management team and school governing body members of the relevant schools, scheduled for Saturday, 17 March 2012. The seminar will cover the revised RCL manual, deal with youth leadership education and include inspirational talks. The theme of the seminar is "Advanced youth leadership in schools".
