Applications are invited from teachers, curriculum advisors and senior curriculum planners who meet the criteria specified in Annexure A to apply for the positions of internal moderators, chief markers, deputy chief markers and markers for the National Senior Certificate (NSC) Examination of November 2012, the NSC examination of November 2013, the Supplementary Examinations of 2013 and 2014 (where applicable). |

In 2011, competency tests were written in Accounting, Business Studies, Geography, History, Life Sciences, Mathematics and Physical Sciences. |

For 2012 the Western Cape Education Department (WCED) has added the following three subjects to the list of subjects in which competency tests will be written by all applicants: Consumer Studies, Economics and Mathematical Literacy. |

Only applicants who write the competency test and who obtain an achievement of 60% and above will be considered for appointment as a marking official for the marking period of November 2012, November 2013 and the Supplementary examinations of March 2013 and March 2014 (where applicable). |

All applicants who wrote the competency test in Accounting, Business Studies, Geography, History, Life Sciences, Mathematics and Physical Sciences in 2011 and who achieved a pass rate of 60% and above need not write the competency test in these subjects in 2012. However, this group of applicants must submit both the application form (Annexure B) and the declaration form (Annexure C) to the WCED by 19 March 2012 in order to be considered for appointment in November 2012, November 2013, and the Supplementary Examinations of 2013 and 2014 (where applicable). |

All persons who wrote the competency test in 2011 and who achieved a pass rate of below 60% and all new applicants who meet the appointment criteria as per Annexure A must submit their application form (Annexure B), declaration form (Annexure C) as well as the registration form to write the competency test (Annexure D) to the WCED by 19 March 2012. |

In the case of Mathematical Literacy, Economics and Consumer Studies, all applicants who meet the appointment criteria as per Annexure A are required to write the competency tests in order to qualify for an appointment as a marker in November 2012, November 2013 and Supplementary Examinations of March 2013 and March 2014 (where applicable). Please submit application form (Annexure B), declaration form (Annexure C) as well as the registration form to write the competency test (Annexure D) to the WCED by 19 March 2012. |

Timetable for the writing of the Competency tests |
8.1 |
Every attempt will be made to accommodate applicants at a venue within the district where the applicant is based. The venues of the competency tests will be communicated to the individual marker in due course. The competency test will be based on the curriculum for the NSC subject or paper and the marking skills appropriate to that subject or paper. However, in the case of Geography applicants will be examined on the syllabus of both paper 1 and 2.

Submission of applications |
9.1 |
All applications must be made on the attached application form (Annexure B) and must be accompanied by the following:
- A covering letter in which the applicant gives his or her reasons for applying for the position.
- A completed declaration form, a copy of which is attached to this minute as Annexure C.

All new applicants must attach the following documents to their application forms:
- Curriculum vitae
- Certified copy of identity document
- Certified copy/copies of academic study record(s)
- Certified copy/copies of qualification certificate(s)

Successful applicants will be notified in writing of their appointments and will be required to sign a contract with the WCED. Further correspondence regarding the marking process will then follow. |

The marking of the NSC examination scripts is one of the most important functions of the examination process. The WCED takes pride in its appointment of qualified and competent markers. Principals and other senior officials who recommend markers must, therefore, act in good faith. Please note that supplying incorrect information on the application form will be regarded as fraud and will be dealt with in terms of the Employment of Educators Act. |

It is imperative that principals, education district directors, IMG managers and curriculum advisors bring this minute to the attention of all teachers so that they are familiar with the appointment criteria before submitting applications. The Directorate: Examinations Administration cannot accept responsibility if teachers are not informed of the contents of this minute. |

The attached acknowledgement of receipt of this minute (Annexure E) must be completed by the school principal and returned to the WCED.
