1. The Annual National Assessments (ANA) will be written from 18 to 21 September 2012. The Western Cape Education Department (WCED) will print and distribute the ANA to all public and state-aided independent schools. To ensure that each learner receives the tests in the correct grade and language of learning and teaching (LoLT), it is important that the registration of learners in Grades 1 – 6 and 9 is accurately recorded on CEMIS and iSAMS.

2. School principals were able to access the pre-populated ANA learner registration forms from 29 February 2012, and were requested to verify and sign off the ANA learner registration information by 23 March 2012.

3. It has come to the attention of the WCED that not all ANA learner registration sheets display the correct information, and updates are therefore required. With regard to the language tests, the following information is important:
3.1 The ANA will be written in the LoLT of the learner. The language levels of the assessments are explained in 3.1.1 and 3.1.2:
3.1.1 Language levels of assessments in the Foundation Phase (Grades 1 – 3):

Home language Language of learning and teaching (LoLT) Language level of ANA
isiXhosa isiXhosa isiXhosa Home Language
Afrikaans Afrikaans Afrikaans Home Language
English English English Home Language

In the Foundation Phase, testing will be at Home Language level.

3.1.2 Language level of assessment in Grades 4 – 6 and 9

Learners in Grades 4 – 6 and 9 will be assessed in either English or Afrikaans (either at Home Language level or at First Additional Language level) as explained below:

Home Language First Additional Language LoLT (language of learning and teaching) Language level of ANA
English isiXhosa English English Home Language
Afrikaans English Afrikaans Afrikaans Home Language
isiXhosa English English English FAL
English Afrikaans English English Home Language

3.2 A second report will be made available under the Assessment / ANA tab on CEMIS, and it will indicate the LoLT per class. For i-SAMS schools the ANA verification process should be done by following the link on the front screen of iSAMS. This second report must be verified by the grade head, and signed off by the principal by 10 May 2012.
3.3 The verification exercise is very important as the information will be sent to the Department of Basic Education and also used for the printing and distribution of ANA to schools.

4. The ANA will be written by learners who are following the National Curriculum Statement. Principals who have learners with special educational needs who are writing the ANA, must confirm the primary disability of each of these learners on the Learner Update sheet. For learners who have new or undocumented special educational needs, the principal must submit an application to the education district’s Special Needs Education Adviser, who will process these requests by 14 May 2012.

5. The Administration Development Advisor in the education district will monitor and interact with all principals with regard to the progress of learner registration for the ANA.

6. The final verification of learners will be done by principals by 10 May 2012. The final uploading of ANA registration information onto the national system will then follow. Principals are requested to print and sign the learner registration document and submit to the assessment coordinator in the education district by 14 May 2012.

7. Principals of independent schools that are subsidised by the WCED are requested to complete the attached response slip and fax it to Mrs S Gqotso at 021 467 9370 by no later than 14 May 2012.

8. Education district officials and principals are kindly requested to note the contents of this minute.
