1. Introduction
1.1 Schools were informed of the Annual National Assessments (ANA) which will be written by Grades 1 to 6 and 9 learners at public ordinary, state funded independent and some special schools through Assessment Management Minute 0001/2012: Annual National Assessments to be written in 2012.
1.2 The purpose of this minute is to provide guidelines for the management, conduct, administration and marking of the Annual National Assessments.

2. Procedures before the writing of the Annual National Assessments
2.1 Registration of learners
2.1.1 Schools were requested to ensure that all learner registration on the Centralised Education Management Information System (CEMIS) is completed correctly. This registration is to ensure that learners write the tests in the correct Language of Learning and Teaching (LoLT), subject and grade.
2.1.2 Any discrepancies found on the learner registration on CEMIS should be reported to the school’s education district assessment coordinator before 7 September 2012.
2.1.3 Test papers will be packaged and distributed according to the CEMIS learner data. Schools will take responsibility for any shortfalls on the day of writing.
2.2 Receipt, checking and storage of the Annual National Assessments test materials
2.2.1 The ANA tests will be delivered to schools by 13 September 2012.
2.2.2 The principal and deputy principal must verify the contents to confirm that the school has received the correct number of tests in the correct LoLT. Only the outer bags may be checked, the bags containing the ANA tests may not be opened.
2.2.3 The tests will be delivered to schools per grade and the boxes for each grade will be identified by a colour coded sticker. The grades will be indicated as follows:

Grade 1 Yellow
Grade 2 Pink
Grade 3 Blue
Grade 4 Red
Grade 5 Purple
Grade 6 Orange
Grade 9 Green
2.2.4 The ANA test consignment will consist of the boxes of ANA tests, the ANA response slip, the password protected CD on which the memoranda of all the grades are to be found, and the mark sheets of the classes writing the ANA.
2.2.5 The response slip labelled Annual National Assessments Test Packing List found in the box must be checked against the contents of the box(es), signed and faxed to 021 461 5628 for the attention of Ms Bronwyn Calvert. Test shortages must be reported to Ms Bronwyn Calvert at 021 467 2994 or emailed to Bronwyn.Calvert@westerncape.gov.za immediately.
2.2.6 The tests must be stored in a safe and secure place that is accessible only to the principal. Tests should be stored and packed in the chronological order of writing, to ensure that the test will be written on the correct day. The principal/chief invigilator must ensure that all test packages are stored and remain sealed until they are opened in front of the learners on the day of writing. As a security measure, the plastic bags containing the tests must not be opened to check the number of tests, rather check the contents by verifying the number of tests printed on the sticker.
2.2.7 The password for the memorandum will be made available on a daily basis through the assessment coordinator and it will be placed on the GET Assessment Management website. They may be accessed by clicking on the following link: http://wced.school.za/home/home.html. Then:

  • click on "Teaching/Curriculum Support",
  • click on "Assessment Management",
  • click on "GET Assessment" and
  • click on "Annual National Assessments and Annual National Assessments 2012".
2.2.8 The mark sheets will be used for the recording of learner marks as well as to assist in the random sampling process for the remarking of sampled scripts.
2.3 Invigilation
2.3.1 The principal will serve as the chief invigilator in his/her school.
2.3.2 The chief invigilator must ensure that an invigilation timetable is drawn up so that teachers do not invigilate classes or subjects they are teaching.
2.3.3 Grades 1 and 2 teachers must cross-invigilate as the questions must be read out to the learners in these grades.
2.3.4 Teachers who are invigilating the ANA must be provided with the attached Annexure A: Teacher Guide to the Annual National Assessment, to ensure that each teacher knows exactly how to invigilate the allocated class.
2.3.5 Invigilators must be informed of the duration of the tests beforehand. The chief invigilator must ensure that the test timeframes are adhered to.
2.4 Test venue preparation
2.4.1 Allocated venues for writing the ANA are to be prepared at least one day before the onset of the ANA.
2.4.2 Walls containing any material that could assist learners should be covered or the material must be removed.
2.4.3 Seating in the venue should be arranged in such a manner as to ensure that learners do not have access to one another's work.

3. Procedures on the day of the writing of the ANA
3.1 The ANA will be written from 18 – 21 September 2012.
3.2 Principals are reminded that these days are ordinary school days and that teaching and learning must resume immediately after the assessments have been completed.
3.3 Invigilators must ensure that learners are issued with the correct tests.
3.4 Invigilators must be provided with the relevant administrative information that is requested on the cover page, for example the school’s 9-digit EMIS number and the district name.
3.5 Learners must be given sufficient time to go through the practice exercises as well as to complete the administrative information required on the cover page of the test booklet before the start of the ANA tests.

4. Procedures after the writing of the ANA
4.1 Marking
4.1.1 All Grades 1 – 6 and 9 scripts will be marked at school level by the subject teachers.
4.1.2 All marking must be completed by 26 September 2012, and the marks must be entered on the mark sheets provided.
4.1.3 A sample of three scripts per subject per class must be moderated by the subject head for each grade and subject.
4.2 Centralised remarking
4.2.1 Samples of three (3) scripts per subject per class per grade for Grades 3, 6 and 9 per school will be remarked by teachers at central venues.
4.2.2 Details of how to conduct the sampling will be provided by the assessment coordinator in the education district.
4.2.3 Once these marked tests have been sampled, they must be submitted by the principal to the education district for remarking by 14:00 on 27 September 2012.
4.2.4 The plans for the collection of the sampled scripts from schools will be provided by the Education District.
4.3 Verification ANA (Grades 3, 6 and 9)
4.3.1 The independent agent will monitor the administration of the tests at the selected schools nationally. A sample of 25 scripts per subject per grade from the national selected schools will be marked by the independent agent.
4.3.2 It is requested that schools make a copy of the scripts sampled by the independent agent and submit the original sampled scripts to the independent agent on the day of the test. The photocopied scripts must be marked at school level and the marks entered on the mark sheet.
4.3.3 Schools will be informed by the district office whether their school has been selected as a school for Verification ANA.
4.4 Recording
4.4.1 Marks must be recorded by the teacher on the original mark sheets provided.
4.4.2 Once the marks have been recorded, the mark sheets must be used for the random sampling of scripts for remarking for Grades 3, 6 and 9.
4.4.3 The class mark sheets of Grades 3, 6 and 9 sample scripts must also be photocopied and batched with the relevant class samples. The sampled scripts together with the mark sheets must be submitted to the district by 27 September 2012 by 14:00.
4.4.4 Schools are requested to make a photocopy of the entire set of the mark sheets for safe-keeping by the principal.
4.4.5 All the original mark sheets must be placed in the envelope provided and returned together with the sampled scripts to the education district on 27 September 2012.

5. Irregularities
5.1 Irregularities are to be reported to the Assessment Coordinator in the education district. The names and telephone numbers of the assessment coordinators appear below:
