1. The Western Cape Education Department (WCED) is pleased to announce that 270 bursaries are to be made available to members of school management teams who wish to obtain the Advanced Certificate in Education (ACE): School Leadership (SL).

2. The ACE: SL course is aimed at improving education in schools by developing school management teams in school leadership and management.

3. The following persons may apply for the ACE: SL bursaries:

  1. Principals on REQV 13 (M+3) or higher
  2. Deputy principals on REQV 13 (M+3) or higher
  3. Heads of Departments on REQV 14 (M+4) or higher with at least two years' experience on the school management team
4. Applications will be considered subject to each applicant meeting all of the following requirements:

  1. Must be permanently employed by the WCED
  2. Must meet the admission requirements of the applicable university (see Annexure A)
  3. Must not be in receipt of another state bursary or any other bursary
  4. May not be registered at any other university upon making the application or on registration
  5. Must register for the full duration of the course
5. The ACE: SL course will be offered on a part-time basis over a period of two years, from January 2013 to December 2014. The course will lead to an NQF Level 6 qualification and will involve network education, as well as contact sessions during school holidays. (See Annexure A)

6. Each bursary will cover registration and tuition fees and will be paid directly into the bank account of the higher education institution (HEI) concerned.

7. Accommodation, arranged by either the contracted university or the WCED, will be provided only to teachers travelling from rural areas.

8. Where applicable, transport costs to and from the training venue will be covered by the WCED, provided that teachers from the same town or school share transport.

9. Teachers are responsible for the costs of their learning support material, where applicable.

10. Teachers who wish to be considered for the course and bursary are requested to complete the attached Annexure B and C forms and submit both to the following address by 16 November 2012:

11. Applications may also be hand delivered and posted into the wooden box marked "Teacher Development" on the ground floor of the Admin 2 Building of the Directorate: Cape Teaching and Leadership Institute in New Nooiensfontein Road, Kuils River.

12. Application and agreement forms are attached to this minute. Copies of these forms are also available at the WCED's Client Services section on the second floor of Grand Central Towers, Cape Town and on the first floor of the Admin 2 Building at the Directorate: Cape Teaching and Leadership Institute.

13. Kindly note

  • incomplete or illegible applications will not be considered, and
  • no faxed applications will be accepted.
14. Applications received after the closing date will not be considered.

15. Please note the following:

  • The name of the University of your choice (University of Stellenbosch or University of Cape Town) must be clearly stated on the application form.
  • Placement will depend on education districts, e.g. geographic area, mode of delivery per HEI and number of applications received per district and HEI, as per Annexure A.
  • Certified copies of your matric certificate, academic and/or professional qualification certificate(s) and identity document must be submitted with your application.
  • The application must be endorsed (signed application form) by the applicant, his/her immediate supervisor (in the case of heads of departments and deputy principals) and the school's IMG Manager. Without endorsement of the supervisor and IMG Manager, an application will be deemed incomplete and will therefore be disqualified.
16. The Bursary Committee will consider and prioritise all applications, and then make recommendations for the awarding of the bursaries.

17. School management teams are encouraged to enter as teams, however, principals and deputy principals will receive preference.

18. By completing the Agreement form, successful applicants will enter into a formal agreement with the WCED to render a year’s service for each year for which the bursary is awarded, as well as to comply with the other stipulations outlined in the agreement.
