1. On the 10 September 2010, all the relevant schools were informed of the postponement of the RCL Conference in the IMG Minute: 0011/2010. They were informed that this Interactive RCL Conference was postponed to Saturday, 05 March 2011, at the Cape FET College Hall, Kromboom Road, Crawford (formerly known as the Hewat Training College).
2. Schools that qualify to participate in this conference are reminded that they must complete the attached registration form (Annexure B) and fax it to Mr Ryan Erasmus of the Directorate: IMG Planning at fax no. 021 467 9385 by Wednesday, 02 March 2011.
3. Each school is requested to send two RCL members to the conference - preferably the two members who serve on the school governing body.
4. The attached parental consent form (Annexure D) must be completed by the parent or guardian of each learner and then filed by the school for safe-keeping.
5. All the learners attending the conference must be dressed in school uniform and, where relevant, wear their RCL badges.
6. Transport has been arranged for learners from the attached List of Bus Pick-up Points and Times (Annexure C) in each education district. They will be accompanied by the teacher liaison officers (TLOs) from their districts.
7. Learners must be reminded to keep their luggage to an absolute minimum and to leave valuable items at home.
8. Learners who live close to the pick-up points or to the conference venue may be transported by their parents, or dropped off at the school they attend. The RCL co-ordinators in the respective districts must arrange for a teacher or TLO to bring the learners to the pick-up point and also to collect them from the pick-up point when they return from the conference.
9. The learners from the Eden and Central Karoo District (Buses 1-4) and those from the West Coast Education District travelling in Bus No. 10 (which begins its journey in Van Rhynsdorp) will be accommodated at various hotels near the conference venue. Approximately 300 learners and 40 educators (including the district officials) will stay over on the night of Friday, 04 March 2011. They will arrive at their hotel on Friday, 04 March 2011. The hotels will provide supper that evening, and breakfast on the morning of Saturday, 05 March 2011. All the buses transporting the learners will leave immediately after the RCL Conference on Saturday, 05 March 2011, returning by the same route that was followed to the conference, and will drop learners off at same pick-up points where they started their journey. Schools must make sure that the learners are collected after they are dropped.
10. The teachers who transport the learners to the central pick-up point, and back to the school when the conference is over, may claim for travel expenses by completing a Z43 form and a Subsistence and Travel Claim Form.
11. Each education district has been requested to arrange for learners to be accompanied by one TLO for every 30 RCL members. This will mean that every bus will have a minimum of 2 TLOs accompanying the learners.
12. The draft programme, the registration form and the parental consent form are attached.
13. Please bring the contents of this minute to the attention of all concerned.
