1. INTRODUCTION
1.1 You are referred to Institution Management and Governance Planning Minute 0008/2011, dated 29 August 2011, in the above regard.
1.2 Kindly note that the 2012 school governing body (SGB) elections at ALL schools in South Africa are due to begin on Thursday, 1 March 2012 and must be concluded by the end of the first school term, on 23 March 2012.
1.3 In terms of Measures 13, 15 and 16(2) of the Measures Relating to Governing Bodies for Public Schools, the election of the educator, non-educator and learner members (where applicable) of the SGB must be held before the election of the parent members. Provision is therefore made for the election of the non-parent members to begin during the week of 1 March 2012.

2. TRAINING OF THE ELECTORAL OFFICERS
2.1 The Head: IMG Co-ordination and Advice, who serves as the district electoral officer, will co-ordinate the appointment of electoral officers for their education districts.
2.2 The training of the electoral officers will be done by the IMG managers early in the first term of 2012. The training programme, date and venue will be provided to principals by the relevant district offices.
2.3 Principals who have attended the training sessions will each receive a letter signed by their education district director indicating that they may officiate at the SGB election of a selected and/or neighbouring school(s).

3. PREPARATION OF VOTERS' ROLL
3.1 Principals are reminded that they must prepare voters' rolls for parents, educators, non-educators and learner representatives through a process of voter registration.
3.2 They must, through clear and effective communication with parents, guardians and care-givers, ensure that the persons registered on the voters' roll and admission register of the school are eligible to participate in the SGB elections. Only persons whose names appear on the voters' roll shall be entitled to nominate or second nominated candidates or to vote.

4. THE SCHOOL ELECTORAL TEAM
4.1 The school electoral team must be formed to ensure that early planning for a successful SGB election commences.
4.2 School electoral teams are encouraged to develop their own advocacy strategies to mobilise participation in the elections and to ensure that capable candidates are elected.
4.3 The advocacy strategy referred to in 4.2 above must include the dissemination of criteria for choosing suitable governing body members.
