1. Ukususela ngo-2003, iSebe leMfundo leNtshona Koloni lilawule iinkqubo zolawulo lwentsebenzo ezine (four performance management systems) ezimalunga neenkonzo zabalawuli abakhulu (senior management services), ootitshala nabasebenzi benkonzo karhulumente.

2. Ukuphunyezwa kweenkqubo zolawulo lwentsebenzo ezine njengangoku ngu-98% yaye oko yinkqubela enkulu kakhulu ngokumalunga neepesenti zophunyezo ezigqithileyo. Nakuba isebe lethu lifikelele kwireyithi ephezulu yemigangatho yokuphumeza ezi nkqubo, sinqwenela ukubethelela ukubaluleka kokuqinisekisa ukuqhubeka nokusebenza kwale nkqubo yophunyezo ngokuyimpumelelo.

3. Ukwenzela ukuba kuncediswe abaphathi bamacandelo ekwenzeni izicwangciso ezisebenzayo, apha siqhoboshele ezi khalenda zonyaka ka-2012 zeSPMDS, iPMDS ne-IQMS. Ezi khalenda zibonelela ngesikhokelo seenkqubo eziyimfuneko nemihla emiselweyo yokungeniswa kwazo.

4. Ulawulo lwentsebenzo yinkqubo eqhagamshelanisa izicwangciso zeziko neenjongo kwiinjongo zeeyunithi ezincinci (sub-unit goals) nakwimisebenzi ethile, yaye lujoliswe ekunikeni isikhokelo nasekuphuculeni intsebenzo yomntu ngamnye, ukuze kwandiswe ukusebenza ngokuyimpumelelo kwesebe namaziko emfundo.

5. Ulawulo lwentsebenzo oluqhubekekayo lunceda

  • ekumiseleni umoya wentsebenzo egqwesileyo;
  • ekuphuculeni ulwazi nokuqonda ngezo zinto uzilindeleyo;
  • ekuphuculeni unxibelelwano;
  • ekukhuthazeni uvavanyo olunobulungisa nolungakheth' icala;
  • ekuboneleleni ngamathuba abhekiselele kwiimfuno zophuhliso;
  • ekulawuleni intsebenzo engonelisiyo ngokuthatha amanyathelo;
  • ekukhokeleni nasekunikeni inkxaso abasebenzi ; kunye
  • nokubonelela ngesiseko sezigqibo zethuba elizayo.
6. Kuluxanduva lomphathi wecandelo (isuphavayiza) nomqeshwa ukuqinisekisa ukuba ikho imvumelwano yentsebenzo, ukuba iyimfuneko engumqathango ongaphambili (prerequisite) wesixhobo sentsebenzo esinokusetyenziswa. Kunyanzelekile ukuba bonke abaphathi bamacandelo nabaqeshwa baqinisekise ukuba ukuhlolwa kwentsebenzo kuqhutywa qho. Bonke abaqeshwa, nokuba baqeshwe isigxina okanye ngokwemvumelwano, baphantsi kohlolo lwentsebenzo, yaye ireyithingi nganye ebonisa intsebenzo mayisekelwe kubungqina.

7. Ukungaphumeleli kwabaphathi bamacandelo okanye abaqeshwa ukungenisa amaxwebhu ayimfuneko kunokubangela ukuba umqeshwa anganikwa uchatha womvuzo (pay progression) okanye ibhonasi yentsebenzo (kwimeko yabasebenzi bakarhulumente). Ukuba umphathi wecandelo okanye umqeshwa ufunyaniswe engakhathali malunga noku, isiphumo soko ingakukuba ohlwaywe lo mntu uchaphazelekayo.

8. Kuluxanduva lwabo bonke abaphathi bamacandelo nabaqeshwa ukuqinisekisa ukuba iirivyu nokuhlolwa kokugqibela kuqhutywa ngokwemigqaliselo emiselweyo kwisixhobo solawulo lwentsebenzo esisetyenziswayo. Kunyanzelekile kulandelwe ngqo imihla emiselweyo yokungeniswa kwamaxwebhu afunekayo. Ukungaphumeleli ukuhlangabezana nale mihla imisiweyo kuya kuba nesiphumo sokuba angafakwa uchatha kwimivuzo okanye ibhonasi yentsebenzo (kwimeko yomqeshwa (yabaqeshwa) wenkonzo karhulumente) ochaphazelekayo.

9. Kucelwa wazise ngokuqulethwe kule ngcaciso imfutshane bonke abasebenzi abachaphazelekayo abaphantsi kweliso lakho.
