Bayakhunjuzwa bonke abasebenzi benkonzo karhulumente (public service (PS) staff) nabaphathi bamacandelo (line managers) abo (amasekela balawuli jikelele, abalawuli abaziintloko, abalawuli, amagosa aziintloko zolawolo kwiikholeji zeFET neenqununu) ukuba bonke abasebenzi abaqeshwe phantsi koMthetho weNkonzo kaRhulumente ka-1994 baya-apreyizwa qho ngonyaka ngokweNkqubo yeSPMDS (Staff Performance Management and Development System) nangokweMigaqo yoLawulo lweNkonzo kaRhulumente ka-2001 (Public Service Regulations of 2001).

Kumjikelo ka-2010/2011, amaxwebhu eSPDMS abasebenzi abakumaNqanaba eMivuzo 9 - 12 aya kusetyenzwa ngokweenkqubo neemfuno zePERMIS.

A. IMIHLA EBEKIWEYO (DUE DATES)
1. Umjikelo wokuhlolwa kwentsebenzo yabo bonke abasebenzi benkonzo karhulumente uqala nge-1 Apreli kunyaka ngamnye uze uphele nge-31 Matshi kunyaka olandelayo.
2. Abaphathi bamacandelo mabaqinisekise ukuba bonke abasebenzi benkonzo karhulumente bayazigqiba iiseshoni zokuhlolwa kwentsebenzo zomjikelo ka-2010/2011 neesuphavayiza okanye nabaphathi bamacandelo abo.
3. Bonke abasebenzi benkonzo karhulumente neesuphavayiza okanye nabaphathi bamacandelo abo kumele ukuba bavumelene ngomhla ekuya kwenziwa ngawo i-apreyizali yentsebenzo yokugqibela yabo. Oku kuya kunika ithuba abaphathi bamacandelo ukuba bangqinisise ukuchaneka nokuthembeka kwawo onke amaxwebhu abaqeshwa babo phambi kokuba angeniswe ngomhla obekiweyo oyi-29 Matshi 2011 kubasebenzi bamaziko (ngenxa yeeholide zesikolo) kuze kube yi-8 Apreli 2011 kubasebenzi abasezi-ofisini nabasebenzi bakwaNdlunkulu.
4. Amaxwebhu e-apreyizali abo bonke abasebenzi benkonzo karhulumente abakumaziko emfundo makangeniswe kumphathi wesekethe ochaphazelekayo, oya kungqinisisa amaxwebhu phambi kokuba angeniswe kwi-ofisi yesithili semfundo.
5. I-ofisi yesithili semfundo mayiqinisekise ukuba amaxwebhu e-apreyizali afakiwe ekhompyutheni yaye adweliswe ngokungqinelana neemfuno ezikwiCandelo B apha ngezantsi.
6. Bayakhunjuzwa bonke abaphathi bamacandelo ukuba makungeniswe onke amaxwebhu afunekayo adweliswe kule ngcaciso imfutshane kwaye kuphela ngamaxwebhu entsusa (original versions) aya kwamkelwa. Nawaphi na amaxwebhu angekangeniswa akayi kwamkelwa emva kwe-29 Matshi 2011 nasemva kwe-8 Apreli 2011 ngokulandelelanayo kwaye kuya kubakho izohlwayo eziwiselwa abaphathi bamacandelo abangenankathalo ngokumalunga noku.

B. IZIHLOMELO ZE-SPMDS EMAZINGENISWE KUMANQANABA EMIVUZO 1 - 8
1. Makungeniswe zonke iziHlomelo ezidweliswe apha ngezantsi. (kuqhotyoshelwe apha iikopi ezizii-electronic versions zala maxwebhu.)

Annexure A: Individual Performance Plan (IPP)
Annexure B: Individual Development Plan (IDP)
Annexure C: Performance Review Instrument (Two recorded performance review sessions are required - Annexures C1 and C2)
Annexure D: Performance Appraisal Instrument
Annexure E: Motivation for "Commendable" or "Outstanding" Assessment
Annexure F: Nomination for a cash bonus
2. Abaphathi bamacandelo neesuphavayiza mabaqinisekise ukuba onke amacandelo azo zonke izihlomelo ayazaliswa aze asayinwe ngawo onke amagosa afanelekileyo.
3. Kufuneka iiseshoni zokuhlolwa kwentsebenzo ezimbini (review sessions) ezirekhodiweyo. Ifom yesHlomelo C mayibonise ukuba iiseshoni zokuhlolwa kwentsebenzo zirekhodwe kabini ngonyaka (bi-annually) (ibe nye kwisiqingatha sokuqala sonyaka nenye kwisiqingatha sesibini sonyaka wokuhlolwa kwentsebenzo). Ngako oko ke makungeniswe iifom ezimbini zesiHlomelo C (IsiHlomelo C1 no-C2) ngomqeshwa ngamnye.
4. Zonke iziHlomelo eziqhotyoshelwe kule ngcaciso imfutshane zithathwa njenga-maxwebhu asemthethweni kwaye kuphela kwamaxwebhu aya kwamkelwa.
5. Kwiimeko apho abaqeshwa bafumana ireyithingi iyonke (overall rating) engaphantsi "Kweyanelisayo" ("Satisfactory"), makuzaliswe isiHlomelo G. IsiHlomelo G ke ngoko siya kuba yinxalenye yolu luhlu lwamaxwebhu afunekayo naza kungeniswa (isiHlomelo G siqhotyoshelwe apha naso).
6. Ukungaphumeleli ukungenisa isiHlomelo F esifunekayo kuya kukhokelela ekubeni iKomiti kaNdlunkulu eModareyithayo (Central Moderating Committee) (CMC) yeSebe iWCED yabe amabhaso ayimali ngokwengqiqo yayo iwabele elo candelo okanye elo ziko lichaphazelekayo. Ukwakhiwa kwekomiti iCMC, kwakunye nendima nemisebenzi yayo, kuya kucaciswa kamva.

C. AMAXWEBHU E-PERMIS AMAKANGENISWE KUMANQANABA EMIVUZO 9 - 12
1. Kufuneka kungeniswe onke amaxwebhu adweliswe apha ngezantsi:

  • Performance Agreement (Imvumelwano yeNtsebenzo)
  • Performance Reviews (Amaxwebhu okuhlolwa kweNtsebenzo) azo zonke iikota zomjikelo
  • Final Rating (Ireyithingi yokugqibela)
2. Abaphathi bamacandelo neesuphavayiza mabaqinisekise ukuba onke amacandelo kwiPERMIS azalisiwe aza asayinwa ngumqeshwa nesuphavayiza.
3. Kuphela ngamaxwebhu ePERMIS kumaNqanaba eMivuzo 9-12 aya kwamkelwa.

D. UKUTYUNJELWA AMABHASO AYIMALI KWABASEBENZI BENKONZO KARHULUMENTE
1. Inani labasebenzi benkonzo karhulumente elinokutyunjelwa iibhonasi eziyimali libalwa ngokomlinganiselo wenani owamkelekileyo (normal distribution curve).
2. Iisuphavayiza okanye abaphathi bamacandelo kufuneka batyumbe i-20-% (ngokomlinganiselo wenani owamkelekileyo) yabasebenzi benkonzo karhulumente abakumaziko abo abakumaNqanaba eMivuzo 1-12 ukulungiselela ibhonasi eyimali.
3. Kwinqanaba lesikolo, makusetyenziswe inani lilonke labasebenzi benkonzo karhulumente ukubala i-20% yabaqeshwa abaya kutyunjelwa ibhonasi eyimali. Kuphela ngabasebenzi abafumana kwireyithingi iyonke (overall rating) oku "Encomekayo" ("Commendable") okanye oku "Egqwesileyo" ("Outstanding") abanokutyunjelwa ibhonasi eyimali kungakhathaliseki hlelo lesikhundla akuso umsebenzi.
4. Kwiikholeji zeFET, kuphela ngamaxwebhu amasekela ee-CEO amakangeniswe.
5. Oku kulandelayo kusebenza kubasebenzi benkonzo karhulumente abasezi-ofisini kuphela:
5.1 Kuphela yi-20% yabaqeshwa abasezi-ofisini abanokutyunjelwa ibhonasi eyimali kwaye kuphela ngabaqeshwa abafumene le reyithingi "Encomekayo" okanye "Egqwesileyo" abanokuthathelwa ingqalelo.
5.2 Makusetyenziswe kwicandelo (directorate) i-20% yabaqeshwa abatyunjelwa iibhonasi eziyimali, ukubala inani labasebenzi benkonzo karhulumente abakumaNqanaba eMivuzo 1 - 12. (Isikhokelo se-20% siya kusetyenziswa njengomqathango wolawulo (control measure) kubaphathi bamacandelo.)
6. Xa kubalwa inani labasebenzi abanokutyunjelwa iibhonasi eziyimali, amanqaku (score) makasiwe kwelona nani likufutshane lipheleleyo (rounded off to the nearest whole number.) Imizekelo: Ukuba xa ubala ufumana isiphumo esingu-1.4, unokutyumba umsebenzi wenkonzo karhulumente omnye kuphela. Ukuba isiphumo sakho ngu-2.5 unokutyumba abasebenzi benkonzo karhulumente aba-3.
7. Kwiimeko apho ingumsebenzi omnye kuphela kwiziko elo, lo msebenzi angatyunjewa ibhonasi eyimali ukuba uye wafumana ireyithingi iyonke (overall rating) engu-"Egqwesileyo" okanye "Encomekayo".
8. IsiHlomelo F siya kuba noluhlu lwabasebenzi benkonzo karhulumente abaya kuqwalaselelwa ibhonasi eyimali yiKomiti iCentral Moderation Committee (CMC). Olu xwebhu malusayinwe ngumphathi wecandelo. Makuqhotyoshelwe isihlomelo esiyintsusa (original annexure) kumaxwebhu e-apreyizali abasebenzi abatyunjiweyo.
9. Iireyithingi zabasebenzi abakumaNqanaba eMivuzo 9 no-12 ziya kwenziwa ngokwePERMIS.
