1. The WCED would like to introduce a simplified model for School Improvement Plans (SIPs) and Annual School Reports for 2012.

2. The SIPs should address the vision and goals of the WCED, namely,"Creating opportunity for all through improved education outcomes", as well as the following:
2.1 Improved literacy and numeracy in primary schools.
2.2 Improved number and quality of passes in the National Senior Certificate.
2.3 Reduction in number of under-performing schools.

3. The WCED's goals support the Action Plan 2014 of the national Department of Basic Education, which tracks a range of indicators to measure the progress of the education system. A list of these is attached as Appendix A.

4. In view of the above, the SIP and Annual School Report will be simplified in order to focus on these common indicators. Additional indicators can be added.

5. From January 2012, the SIP and Annual School Report will both be captured on CEMIS. This will allow schools to study their own trends in order to make informed decisions about targets. The SIP will be pre-populated by basic data sets to assist projections. The template for completion will have fields for the years 2012-2014, to encourage long-term target setting.

6. The due date for both the 2011 Annual School Report and the 2012 SIP is 30 January 2012. The baseline data for the plan will be the 2011 data - hence schools will not be asked to complete a 2011 Annual School Report. The data for the Annual Report will be extracted from the SIP.

7. The online toolkit will be open for schools to view from 30 November 2011 and will be open to populate the data from 9 January 2012. The IMG managers will sign the School Improvement Plan by 15 February 2012. The IMG managers will contact schools if any adjustments are required. Schools should ensure that the necessary sign-off meetings with the SGB are scheduled for early in the new year.

8. The provincial indicators are as follows:
8.1 Academic Performance Improvement Plan: targets for numbers taking and numbers passing languages and mathematics (Grades 1 - 9) and for all subjects (Grades 10 - 12).
8.2 Average number of days absent per learner.
8.3 Average number of days absent per teacher.
8.4 Number of teachers teaching subjects for which they have a relevant qualification.
8.5 Number of learners retained, i.e. repeating a year.
8.6 Number of learners who remain in schooling.
8.7 Average number of hours spent by teachers on training.
8.8 Learner: teacher ratio.
8.9 Number of books ordered, received, issued and retrieved.
8.10 Receipt and use of workbooks.
8.11 Maintenance programme.
8.12 Provision and use of desks/tables and chairs.
8.13 Attendance of parents at meetings.

9. Schools will also be asked to rate the support services of their district offices.
