It has been determined that with the registration process of new users on the Basic Accounting System (BAS), the application process is not duly followed as prescribed in the BAS Policy document. Therefore, in order to exercise better control over the registration of new users and to expedite future BAS User registrations, the following procedure will apply with immediate effect:

1. All BAS registration application forms, duly completed up to the signature of the relevant DDG, must henceforth be submitted directly to the BAS Controller's office, Room 7-10B, 7th floor, Grand Central Building, Cape Town.
2. The BAS Controller's office will be responsible for submitting the applications received to the Chief Financial Officer's office for approval. No applications will otherwise be accepted.
3. Incomplete application forms will also not be accepted and will be handed back to the bearer of the applications for correction and re-submission purposes.
4. Proof that application forms have been submitted to the BAS Controller's office will be acknowledged by the BAS Controller (Mr HC Lendore) or, in his absence, by the BAS Controller Assistant (Mr G Bennett). The BAS Controller will not accept any responsibility for application forms that were either just left in the BAS Controller's office without acknowledgement of receipt or that were signed by any other official other than the BAS Controller or his Assistant.
5. Where an office/component already has BAS users and requires additional users, a written motivation must accompany all such applications to the Chief Financial Officer.
