1. In 2010 the national Department of Basic Education (DBE) published the draft national Curriculum and Assessment Policy Statements (CAPS) for public comment. Following this, further development took place and the final CAPS is currently being edited and prepared for printing and distribution from August 2011 onwards. The DBE has determined that the Foundation Phase (Grades R to 3) will implement the CAPS from January 2012.

2. This minute serves as a first communiqué to inform schools and education district offices of the Western Cape Education Department provincial rollout plan for the CAPS in the Foundation Phase.

3. Schools and district offices are kindly requested to reserve the dates on the rollout plan below for the purposes indicated:

4. All teachers, school management teams and relevant officials

  • must be able to introduce and/or support the implementation of the CAPS in the Foundation Phase from 2012; and
  • are required to attend the 2011 CAPS orientation and ensure that planning for 2012 is aligned with the CAPS.
5. Further information on logistical matters will be provided closer to the above-mentioned dates.

6. Introduction of CAPS into Grade R
6.1 Grade R teachers and practitioners will be offered CAPS orientation in a separate process from the above.
6.2 To this end, all ECD Foundation Phase advisers have been orientated and 49 Grade R practitioners have been trained as lead teachers.
6.3 It is the intention of the WCED to provide systematic CAPS training to all Grade R teachers and practitioners in the Department over the next 3 years, so as to ensure that, by 2014, there is alignment of curriculum policy and practice, as well as a measure of standardization.
6.4 The first group of Grade R teachers and practitioners will be trained on the CAPS between June 2011 and January 2012. District offices will select these teachers and practitioners, and provide the dates, venues and logistical arrangements for the 2011 training programme.
6.5 Please note that all Grade R teachers who are teaching in model sites will be included in this group.
6.6 School principals and department heads are also invited to participate, in order to develop a common understanding of the implementation of the CAPS.

7. School principals and district directors are kindly requested to bring this minute to the attention of all staff.
