1. The Western Cape Education Department (WCED) formed a partnership with the University of Stellenbosch to beam televised broadcasts of lessons directly to all schools which obtained a Grade 12 pass rate of less than 60% and selected Focus and Dinaledi Schools.

2. The intervention, known as Interactive Telematic Teaching, will continue with the same 120 schools that received the broadcasts in 2010.
2.1 However, new schools which obtained a Grade 12 pass rate of less than 60% in 2010, and which have now been included in this project, will not receive live broadcasts. Instead, they will receive DVDs soon after each broadcast session and be provided with access to the website in order to pose questions and make contributions.
2.2 All schools will receive learner support materials. (See list of schools in the attached Addendum A.)

3. Telematics teaching is not intended to replace normal teaching. Instead, it is aimed at creating a virtual learning environment to support and enhance learning in Grade 12.

4. The following subjects with Grade 12 content will be broadcast at predetermined times: Mathematics, Physical Sciences, Life Sciences, Accounting, English First Additional Language, Afrikaans Home Language and Geography. In addition, there will be telematics support for Grade 11 learners during September 2011 in the same subjects as for Grade 12, but with Grade 11 content. (See broadcast timetable in the attached Addendum B.)

5. Grade 12 learners and teachers at the 120 existing schools will, during the broadcast, be able to interact with the presenter in the studio through the Internet or a cellphone. Learners will also be able to pose questions to the presenter after broadcasts. All the participants will have access to the questions and answers.

6. The presenters are WCED lead teachers chosen for their expertise in their subjects.

7. Subject teachers at each school will be expected to manage, monitor and facilitate learning during the times when lessons are viewed by learners after school.

8. Since lessons are held after school hours during the week and on Sundays, it is imperative that principals discuss arrangements with the parents of Grade 11 and 12 learners, and also their governing bodies.

9. Learners are not the only beneficiaries of this process. If the process is managed well, both the school and the community will benefit.

10. This intervention will be regularly monitored by Head Office staff and district officials.

11. Principals will be expected to report weekly on attendance by learners, as well as the challenges and successes of the programme.

12. DVDs of the broadcast will be sent to schools for revision purposes prior to examinations.
