1. This minute must be read in conjunction with Sections 2.1.1 and 2.1.2 of Examinations and Administration Minute 0001/2010: Summary of all external examinations and assessments to be conducted in primary schools, secondary schools and adult education centres: 2010. The purpose of this minute is to provide further information on the managing and conducting of the Annual National Assessments (ANA) scheduled for 2011.
2. The ANA will be written from the 8 to 11 February 2011. The dates given appear on the attached prescribed timetable. Failure to adhere to the prescribed dates and times will constitute an assessment irregularity.
3. Schools must remember that this is an ordinary school day and that teaching and learning must resume immediately after the assessments have been completed.
4. Learners will write the tests of the grades that they were in during 2010. Thus, Grade 2 will write Grade 1 level tests, Grade 3 will write Grade 2 level tests, Grade 4 will write Grade 3 level tests, Grade 5 will write Grade 4 level tests, Grade 6 will write Grade 5 level tests, Grade 7 will write Grade 6 level tests, and Grade 10 will write Grade 9 level tests (sample of schools). Learners repeating a grade will write the same level test that their peers are writing in the grade.
5. The Department of Basic Education (DBE) has selected a sample of 202 schools offering Grades 3 and 6, as well as 52 schools offering Grade 9, in the province for independent conducting of tests and moderation of results. The principals of these schools have already been informed.
6. All the schools who do not form a part of the above sample of schools will be participating in the ANA for Grades 1 to 6, which are conducted under the supervision of school management teams.
7. As this is a national assessment, monitoring will be undertaken by district officials, provincial officials as well as by representatives of the DBE.
8. Education districts will interact with schools regarding the distribution, managing and conducting of the ANA during January 2011.
9. Principals must ensure that they receive the correct number of test material per grade, learning area and language of learning and teaching. Principals are required to ensure the security and confidentiality of the test material at all times.
10. Participation in these assessments is one step towards improving the Literacy and Numeracy results of our learners and therefore principals are requested to ensure that the tests are marked and moderated internally by 25 February 2011. District moderation must be completed by 11 March 2011.
11. Schools must capture the moderated marks of all learners per learning area on the Centralised Educational Management Information System (CEMIS) by 25 March 2011. Only the total mark per learning area will be required.
12. To assist in effectively preparing learners for an assessment of this nature, exemplars of the Annual National Assessments for Grades 3 and 6 level tests can be downloaded from the DBE website at http://www.education.gov.za. Click on Annual National Assessments in the top right-hand corner of the Curriculum News box to access the exemplars.
13. Education district officials and principals are kindly requested to bring the contents of this minute to the attention of their staff, learners and parents.
