1. This minute serves as a reminder to all schools that resort under the Western Cape Education Department (WCED) to have all the names of their registered learners updated on CEMIS by 16:00 on 26 January 2010 and the data of their registered learners updated on CEMIS by 16:00 on 2 March 2010. The following is a list of the data of the registered learners that must be captured by 2 March 2010:

1.2 Subjects offered by the learners
1.3 Language(s) of learning and teaching

2. The following are important aspects to note for the due date of 26 January 2010:
2.1 All registered learners must be placed in classes.
2.2 All registered learners must be placed in appropriate grades.
2.3 All the learners who have left to attend another school and whose names are still listed on CEMIS under the name of the school must be transferred.
2.4 The names of all the learners who have left the school and who do not attend another school, but are still listed on CEMIS under the name of the school, must be removed from the register.

3. The above data is important for the following reasons:
3.1 Consultations will be held with the labour unions represented in the Provincial Educator Labour Relations Council (PELRC), as well as the School Governing Body Associations in mid-August 2010.
3.2 The educator staff establishment (ESE) of a school will be sent to the schools early in September 2010.
3.3 The ESEs enable schools to finalise their planning for 2011 as early as possible in 2010.
3.4 The data on the system at 16:00 on 2 March 2010 will be the data that the WCED will verify. This will also be the data used to determine a school's ESE for 2011.

4. In 2009 the WCED withheld the ESEs of a small number of schools because the information supplied by those schools on CEMIS was incorrect, and as a result the educator staff establishments of those schools were reduced. Schools are encouraged to de-register and transfer learners' names before 26 January 2010. If these learners' names are transferred or de-registered after, instead of before, 2 March 2010, those learners will not be taken into account in the computation of the school's ESE.
5. Should schools experience connectivity problems and/or any other related problems and not be able to update their data on CEMIS, they are encouraged to make an appointment with the Directorate: Human Capital Planning at Head Office in order to make use of their facilities.
6. Should a school experience problems in updating its learner data on CEMIS, the principal must inform the Directorate Human Capital Planning of this in writing before 12:00 on 2 March 2010 by making use of the following contact details:

When sending the report, the school must indicate the following: what the problem is, the period during which the school experienced the problem, what the school has done to solve the problem, what the school is prepared to do to solve the problem and what the school thinks the Directorate: Human Capital Planning could do to assist them to solve their problem. The school must also inform the specific education district office under which it falls, as well as the EMIS section of the Directorate: Knowledge Management at the Head Office of the WCED.
7. Before 17 September 2010 a school will have the right to challenge the computation of its ESE for 2011. This will, however, only be considered if the school's data was updated by 16:00 on 2 March 2010, as requested.
8. Note that the school's learner data of 26 January 2010 will be used when schools apply for additional posts for 2010. Schools are requested to read Circular 0031/2009 and Human Capital Planning Minute 0008/2009 thoroughly before applying for an additional post for 2010. For your convenience exemplars of the annexures that must be submitted with the application for additional posts for 2010 are attached. You are reminded that ordinary public schools must submit their applications for additional posts for 2010 before CEMIS closes at 15:00 on Friday, 5 February 2010.
9. The WCED intends issuing ESEs to all public schools on Thursday 9 September 2010 via principals' meetings conducted by Circuit Team Managers across the province. Ordinary public schools will have the right to apply for additional posts from 4 October 2010 to 15 October 2010, and all these applications will be processed by Tuesday, 30 November 2010.
10. Kindly bring the information in this minute to the attention of all personnel and members of school governing bodies.
