1. The Western Cape Education Department (WCED) will be investing R101 million during the 2010-11 financial year on textbooks, readers and other learning and teaching support material (LTSM). This amount does not include expenditure by schools on LTSM from norms and standards funding, and forms part of the WCED's commitment to ensure text-rich schools.
2. The WCED will continue to invest heavily in LTSM, but would like to extend the range of texts we can buy with these funds. However, we can do so only if schools retrieve textbooks at the end of each year, which will then free funds for the purchase of other types of texts.
3. While many schools already have textbook retrieval systems, we are aware that others do not. The WCED has therefore launched a campaign to encourage learners and parents to return textbooks to our schools at the end of each year.
4. We will be distributing leaflets and posters to selected areas, and attach examples for your information. If you would like printed copies, please inform your circuit team manager. We will provide additional copies in the new year.
5. Meanwhile, we would appreciate it greatly if principals would introduce a textbook retrieval programme in their schools, if they have not already done so. In addition, we urge principals to ensure that a comprehensive system for managing textbooks is in place for the new school year. Please contact your circuit team manager or IMG manager if you need advice of how to introduce this.
