Bayakhunjuzwa bonke abasebenzi benkonzo karhulumente (public service (PS) staff) nabaphathi bamacandelo abo (line managers) (amasekela balawuli jikelele, abalawuli abaziintloko, abalawuli, amagosa esigqeba aziintloko zeeKholeji zeFET neenqununu) ukuba bonke abasebenzi abaqeshwe phantsi koMthetho weNkonzo kaRhulumente ka-1994 baya-apreyizwa qho ngonyaka ngokweNkqubo yeSPMDS (Staff Performance Management and Development System) nangokweMigaqo yoLawulo lwabeNkonzo kaRhulumente ka-2001 (Public Service Regulations of 2001).

Bayacelwa bonke abaphathi bamacandelo ukuba babambelele ngokuthe ngqo kwimihla emisiweyo ecacisiweyo.

Ukulungiselela umjikelo ka-2009/2010, amaxwebhu eSPDMS abasebenzi abakuManqanaba eMivuzo 11 no-12 aya kusetyenzwa ngokweenkqubo neemfuno zePERMIS.

 A. IMIHLA EMISIWEYO (DUE DATES)
1. Umjikelo wokuhlolwa kwentsebenzo yabo bonke abasebenzi beNkonzo kaRhulumente uqala nge-1 Apreli kunyaka ngamnye uze uphele nge-31 Matshi kunyaka olandelayo.
2. Abaphathi bamacandelo mabaqinisekise ukuba bonke abasebenzi beNkonzo kaRhulumente bayazigqiba iiseshoni zokuhlolwa kwentsebenzo zomjikelo 2009/2010 kunye neesuphavayiza zabo okanye nabaphathi bamacandelo babo.
3. Bonke abasebenzi beNkonzo kaRhulumente neesuphavayiza okanye abaphathi bamacandelo babo kufuneka bavumelane ngomhla we-apreyizali yentsebenzo yokugqibela yabo. Oku kuya kuvumela abaphathi bamacandelo ukuba bakungqinisise ukuchaneka nokuthembeka kwawo onke amaxwebhu abaqeshwa babo phambi kokuba angeniswe kwiCandelo loLawulo lwaBasebenzi lwaNgaphakathi ungagqithanga owama-28 Meyi 2010.
4. Bayakhunjuzwa bonke abaphathi bamacandelo ukuba onke amaxwebhu afunekayo adweliswe kule ngcaciso imfutshane, makangeniswe kwaye ngamaxwebhu ayintsusa (original versions) kuphela aya kwamkelwa. Nawaphi na amaxwebhu angangeniswanga awayi kwamkeleka emva kwe-28 Meyi 2010.

 B. IZIHLOMELO EMAZINGENISWE KUMANQANABA EMIVUZO 1-10
1. Zonke iziHlomelo ezidweliswe apha ngezantsi mazingeniswe: (Kuqhotyoshelwe iinguqulelo zekhompyutha (electronic versions) zala maxwebhu.)
IsiHlomelo A: Isicwangciso seNtsebenzo soMntu ngamnye (Individual Performance Plan (IPP))
IsiHlomelo B: IsiCwangciso soPhuhliso soMntu ngamnye (Individual Development Plan (IDP))
IsiHlomelo C: Isixhobo iPerformance Review Instrument (Kufuneka iiseshoni ezimbini zokuhlolwa kwentsebenzo ezirekhodiweyo- IziHlomelo C1 no-C2)
IsiHlomelo D: IsiXhobo iPerformance Appraisal Instrument
IsiHlomelo E: ISatifikethi seNtsebenzo (Performance Certificate)
IsiHlomelo F: Inkcazelo exhasayo (motivation) yovavanyo oluNcomekayo ("Commendable") okanye oluGqwesileyo ("Outstanding")
IsiHlomelo G: Ukutyunjelwa ibhonasi eyikheshi (cash bonus)
2. Kucelwa ungenise iziHlomelo A, B, C1 no C2 ungadlulanga owe- 26 Februwari 2010 kwelo gosa lifanelekileyo kolu luhlu lukumhlathi E2 apha ngezantsi.
3. Abaphathi bamacandelo neesuphavayiza mabaqinisekise ukuba onke amacandelo azo zonke izihlomelo ayazaliswa aze asayinwe ngawo onke amagosa afanelekileyo.
4. Kufuneka iiseshoni zokuhlolwa kwentsebenzo ezimbini (review sessions) ezirekhodiweyo. Ifom yesiHlomelo C mayibonise ukuba iiseshoni zokuhlolwa kwentsebenzo zirekhodiwe qho kabini ngonyaka (bi-annually) (ibenye kwihafu yokuqala yonyaka nenye kwihafu yesibini yonyaka wokuhlolwa kwentsebenzo). Ngoko ke iifom zesiHlomelo C ezimbini (IziHlomelo C1 no-C2) mazingeniswe ngomqeshwa ngamnye.
5. Kwithuba elidlulileyo, kwasetyenziswa iinguqulelo (versions) ezahlukeneyo zesiHlomelo E. Kulo mjikelo wokuhlolwa kwentsebenzo, kuphela yinguqulelo yesiHlomelo E eqhotyoshelweyo eya kwamkelwa.
6. Zonke iziHlomelo eziqhotyoshelwe kule ngcaciso imfutshane zithathwa njengamaxwebhu asemthethweni kwaye kuphela kwamaxwebhu aya kwamkelwa.
7. Kwiimeko apho abaqeshwa bafumana ireyithingi yento yonke (overall rating) engaphantsi "Kweyanelisayo" ("Satisfactory"), makuzaliswe isiHlomelo H. IsiHlomelo H ke ngoko siya kuba yinxalenye yolu luhlu lufunekayo lwamaxwebhu aza kungeniswa.

 C. AMAXWEBHU AMAKANGENISWE KUMANQANABA EMIVUZO 11-12
1. Onke amaxwebhu adweliswe apha ngezantsi makangeniswe:
Imvumelwano yeNtsebenzo (Performance Agreement)
Uxwebhu lokuhlolwa kweNtsebenzo (Performance Reviews) kuzo zonke iikota zomjikelo
Ireyithingi yokugqibela (Final Rating).
2. Kucelwa ungenise iMvumelwano yeNtsebenzo neeRiviyu ezintathu (three reviews) zeekota ezintathu de kube nguDisemba 2009, ungadlulanga owe-26 Februwari 2010 kwelo gosa likuluhlu olukumhlathi E2 apha ngezantsi.
3. Abaphathi bamacandelo neesuphavayiza mabaqinisekise ukuba onke amacandelo kwiPERMIS azalisiwe aza asayinwa ngumqeshwa nesuphavayiza.

D. UKUTYUNJWA KWABASEBENZI BENKONZO KARHULUMENTE UKWENZELA AMABHASO EMALI
1. Inani labasebenzi beNkonzo kaRhulumente (PS staff members) abanokutyunjelwa iibhonasi zekheshi libalwa sisitraktsha sokumodareyitha esivunyiweyo (approved moderation structure) kumjikelo weSPMDS.
2. Iisuphavayiza okanye abaphathi bamacandelo kufuneka batyumbe i-20-% (ngokomlinganiselo wenani owamkelekileyo) yezithuba zengqesho zabasebenzi beNkonzo kaRhulumente abakumaNqanaba eMivuzo 1 ukuya ku-12 kwibhonasi zekheshi.
3. Kwinqanaba lesikolo, inani lezithuba zengqesho lilonke labasebenzi benkonzo karhulumente malisetyenziswe ukubala i-20% yabaqeshwa abaya kutyunjelwa ibhonasi zekheshi. Kuphela ngabasebenzi abafumana ireyithingi kwinto yonke "Encomekayo" okanye "Egqwesileyo" abanokutyunjelwa ibhonasi eyikheshi kungajongwanga ihlelo lesikhundla akuso umsebenzi.
4. Kwiikholeji zeFET, kuphela ngamaxwebhu aMasekela azii-CEOs angeniswa kumagosa adweliswe kumhlathi E2.
5. Le ngcaciso ilandelayo ijolise kubasebenzi beNkonzo kaRhulumente abasezi-ofisini kuphela:
5.1 Kuphela yi-20% yabaqeshwa abasezi-ofisini abanokutyunjelwa ibhonasi zekheshi kwaye kuphela ngabaqeshwa abafumene ireyithingi "Encomekayo" okanye "Egqwesileyo" abanokuthathelwa ingqalelo.
5.2 Inani labasebenzi beNkonzo kaRhulumente kwicandelo (directorate) nabakuManqanaba eMivuzo 1 ukuya ku-12 malisetyenziselwe ukubala i-20% yabaqeshwa abatyunjelwa iibhonasi zekheshi. (Isikhokelo sika-20% siya kusetyenziswa njengomqathango wolawulo (control measure) kubaphathi bamacandelo.)
6. Xa kubalwa inani labasebenzi abanokutyunjelwa iibhonasi zekheshi, isiphumo masisiwe kwelona nani liphezulu likufutshane nenani elipheleleyo (rounded off to the nearest whole number.) Imizekelo: Ukuba ukubala kwakho kuveza isiphumo esingu-1.4, unokutyumba kuphela umsebenzi omnye weNkonzo kaRhulumente. Ukuba isiphumo sakho ngu-2.5 unokutyumba abasebenzi aba-3 beNkonzo kaRhulumente.
7. Kwiimeko apho ingumsebenzi omnye kuphela kwiziko elo, lo msebenzi angatyunjewa ibhonasi eyikheshi ukuba uthe wafumana ireyithingi kwinto yonke "Egqwesileyo" okanye "Encomekayo".
8. IsiHlomelo G siqulethe uludwe lwabasebenzi beNkonzo kaRhulumente abaya kuqwalaselelwa ibhonasi eyikheshi yiKomiti iCentral Moderation Committee (CMC). Olu xwebhu malusayinwe ngumphathi wecandelo. Isihlomelo esiyintsusa masiqhotyoshelwe kumaxwebhu e-apreyizali abasebenzi abatyunjiweyo.
9. Ukungaphumeleli ukungenisa isiHlomelo G esifunekayo kuya kubangela ukuba ikomiti iCMC yeWCED inike amabhaso ngokokubona kwayo kwelo candelo okanye kwelo ziko lichaphazelekayo. Ukwakhiwa (composition) kwekomiti iCMC kwakunye neendima nemisebenzi (roles and functions) eyenzayo kuya kungqinisiswa kamva.
10. Iireyithingi zabasebenzi abakumaNqanaba 11 ukuya ku-12 ziya kwenziwa ngokwePERMIS.

 E. UKUTHATHWA KWAMAXWEBHU E-APREYIZALI
1. Amagosa ecandelo leMicimbi yaBasebenzi (HR practitioners) asebenza kwaNdlunkulu nakwii-ofisi zezithili zemfundo aya kwenza amalungiselelo kunye nabaphathi bamacandelo ukuba athathe amaxwebhu ayimfuneko ngemihla emisiweyo.
