1. Heads of education institutions are requested to proceed with the identification of contract public service employees at education institutions on Salary Levels 1 - 5 and with one year or more years' continuous service as at 1 January 2010, for conversion from contract appointment to permanent appointment on probation. The approval of these permanent appointments is, however, not automatic as specific criteria must be complied with before approval is granted by the Head of Education for such a conversion.
2. An official verification certificate, specifying criteria for approval of the conversion, must be signed by the respective head of education institution for each of the institution's public service contract employee with one or more years' continuous service as at 1 January 2010. All completed verification certificates must be submitted to the Director: Human Capital Management by 23 March 2010.
3. In order to ensure that all verification certificates have been completed correctly and that heads of education institutions have submitted certificates for all eligible public service contract employees, district offices have been requested to assist with the verification.
4. The lists of eligible public service contract employees per district, as well as a copy of the verification certificate form to be completed, will be e-mailed to each district director.
5. The following tasks will be required of the district offices:
5.1 Relevant IMG managers to distribute to education institutions concerned the list of eligible contract public service employees with one or more years' continuous service as at 1 January 2010 and verification certificate forms;
5.2 Circuit team managers to receive completed verification certificates from heads of education institutions and to verify that all fields have been completed and certificates signed by heads of institutions;
5.3 Circuit team managers to follow up on all certificates outstanding and to submit completed verification certificates to district director;
5.4 District directors to forward all completed verification certificates to the Director: Human Capital Management by 23 March 2010.
6. Kindly note that approval to proceed with the conversion of the status of a public service employee on contract to permanent on probation may be done only if that conversion has been recommended by the head of institution concerned.
