1. The decision reached in the Provincial Top Management meeting of 2 July 2009 on the upgrading of salaries of clerical staff refers.
2. At that meeting it was agreed that the salary levels of clerks in the following post classes would be upgraded to Salary Level 5:

  • Line functions and support;
  • Management and support;
  • Human resources and support.
3. The clerical posts concerned relate to the following functions:

  • Supply chain management;
  • General or Administrative;
  • Registry;
  • Accounting;
  • Human resources.
4. Upgrades will be effected on 1 April 2010 and backdated to 1 October 2009.

5. In order to upgrade the salaries of these employees to Salary Level 5, departments must ensure that all employees comply with Part V.C.6 of Chapter 1 of the Public Service Regulations, 2001 (as amended), which reads as follows:

C.6 If an executing authority increases the salary of a post as provided under regulation V.C.5, she or he may continue to employ the incumbent employee in the higher-graded post without advertising the post if the incumbent :

  • already performs the duties of the post;
  • has received a satisfactory rating in her or his most recent performance assessment; and
  • starts employment at the minimum notch of the higher salary range.
6. In order to comply with the afore-mentioned provisions, directors at Head Office and education district offices must verify whether the employees concerned are providing services conforming to the job descriptions of the following posts:

  • Supply Chain Management Clerk;
  • Administrative Clerk;
  • Registry Clerk;
  • Accounting Clerk;
  • Human Resources Clerk (Personnel Clerk).
7. Those employees not providing services conforming to the above-mentioned posts, as defined in their job descriptions, will not be eligible for a salary upgrade.
8. All directors are kindly requested to complete the attached verification form for employees in their directorates who provide services related to the various clerical functions. A list of your clerical staff will be e-mailed to you.
9. The completed and signed verification forms must be sent to fax number 086 579 4305 by 12 March 2010. Directors are requested to adhere to the due date, as late submissions will create delays in implementing the salary upgrades.
