1. The purpose of this minute is to inform you of the inputs required for the compilation of interim financial statements (IFS) as at 30 September 2010 by the Western Cape Education Department (WCED) for the 2010-2011 financial year.
2. As you were previously informed, the National Treasury has prescribed that all government departments must compile IFS as at 30 September, and submit them to the relevant Treasury for review. The aim of interim reporting is to improve the integrity and quality of financial information reported in the annual financial statements (AFS), in particular disclosure notes, and to prepare departments for the transition to accrual accounting. The WCED's IFS must be submitted to the Provincial Treasury (PT) by no later than 15 November 2010.
3. In order to enable this directorate to comply with these requirements, it is essential that the persons responsible on the attached list submit their inputs to this directorate as soon as possible after the accounting month of September 2010 has been closed on the Basic Accounting System , or by no later than 15 October 2010.
4. Kindly note that all inputs must be accompanied by supporting documentation signed by the compiler, and certified as correct and signed by the relevant director or supervisor. Where necessary, the supporting documentation must be submitted in electronic format, as is the normal requirement for the AFS. The IFS will not be audited by the Office of the AG, but will be reviewed and assessed by the PT, who will report its findings to the Accounting Officer. Therefore, the main focus will be on testing data integrity and the prevention of any future adverse audit outcomes.
5. For convenient reference, electronic versions of the extracts from the template for the compilation of the financial statements applicable to each section, together with the relevant guide for the preparation of the financial statements, will be e-mailed to the persons on the attached list.
