In terms of the Regulations pertaining to the Conducting, Administration and Management of Assessment for the National Senior Certificate published in Government Gazette No. 31337 of 21 October 2008, the provincial departments of education must appoint school principals as chief invigilators for the National Senior Certificate (NSC) examinations. |

The Western Cape Education Department (WCED) has, until now, used members of the public to invigilate the Senior Certificate and NSC examinations for full-time, part-time and private candidates. However, this approach is not in line with the above-mentioned policy. |

At the HEDCOM meeting of May 2010, the WCED agreed to phase in the use of teachers as invigilators, commencing with the NSC examinations in 2010. |

Hence, for 2010, the arrangements will be as follows: |

As was done in 2009, schools will once again nominate only members of the public as chief invigilators and assistant invigilators. These persons will then be appointed by the WCED and paid for the duties they perform. |

In addition, principals must nominate at least two members of the school management team, one of whom must be the deputy principal, to be trained in the invigilation of the examinations. These senior teachers will shadow the chief invigilator during the invigilation of the 2010 NSC examinations, with the aim of taking over the management of the NSC examinations at the school from 2011 onwards. |

School principals will be held accountable for the proper and credible management and invigilation of the examinations at their schools. |

The requirement for the November 2011 NSC examinations will be that 50% of the total number of invigilators per school will be teachers, while the remaining 50% will comprise of members of the public. The chief invigilator will be one of the members of the school's management team. |

By 2012, it is expected that all the invigilators at a school will be teachers and that the principal, or his delegate, will be the chief invigilator. It is the responsibility of the school principal to ensure that all the teachers nominated as invigilators are well trained. |
8. |
In terms of the Personnel Administration Measures, invigilation of the NSC examinations is regarded as part of the responsibility of teachers. |
