1. Introduction
1.1 The Western Cape Education Department (WCED) will once again provide opportunities for adult learners to write the national Adult Basic Education and Training (ABET) Level 4 examinations in May and October-November 2010. The examination dates are as follows:

3 May 2010 to 25 May 2010, and 26 October 2010 to 16 November 2010.

1.2 The first examinations based on the new ABET Level 4 qualification will be written in October/November 2010.
1.3 It is recommended that learners should have achieved the following in order to access this qualification: Communication at ABET Level 3 or the equivalent, and Mathematical Literacy at ABET Level 3 or the equivalent.

2. Site-based assessment
2.1 The site-based assessment (SBA) tasks for 2009 will be valid until June 2010. This means that they can be used to prepare only those learners who are preparing to write the May 2010 national examinations.
2.2 A new set of SBA tasks for learners who are preparing to write the November 2010 and June 2011 national examinations has been received from the national Department of Higher Education (DHE). Districts have received the SBA tasks and will supply them to adult learning centres in due course.
2.3 The ratio of the examination to site-based assessment will remain at 50:50 for ABET Level 4.
2.4 During the first term of 2010, education districts will conduct standard setting meetings at which all centres participating in the November 2010 examinations will receive a CD of the new SBA tasks. It is essential that all ABET Level 4 teachers attend the education districts' moderation meetings.
2.5 Evidence of learning must be recorded and ongoing feedback must be given to the learners. The learner's evidence of learning must contain the five recorded pieces of evidence.
2.6 Teacher portfolios must contain all evidence of teaching, learning and assessment for the particular programme. The portfolio must therefore contain the learning programme, learning area guidelines, an assessment plan per learning area, lesson plans, classroom assessment tasks and tools, the SBA tasks and tools, mark sheets and the relevant policy documents for conducting the ABET Level 4 curriculum and assessment.

3. Examinations in 2010
3.1 Both May and October-November examinations will be conducted according to the Policy on the Conduct, Administration and Management of ABET Level 4 Examinations.
3.2 It is important that all candidates who write the examinations are trained in examination techniques.
3.3 Teachers are advised to consult the reports of ABET Level 4 chief markers, as well as previous question papers, when they prepare candidates for the examinations. CDs of past question papers and suggested answers are available from Edumedia at tel. no. 021 689 9536.
3.4 The official timetable for June 2010 was provided with Assessment Management Minute 0003/2010, while the October-November 2010 timetable will be issued in due course.
3.5 Both the June and October-November examinations will be monitored by the WCED, Umalusi and the national Department of Higher Education.

5. New qualification and learning area guidelines
5.1 Government Gazette No 32793 of 11 December 2009 announced the Interim General Education and Training Certificate (GETC) - ABET Level 4 qualification, a qualification at Level 1 on the National Qualifications Framework.
5.2 The interim GETC - ABET qualification will be offered from 2010 and the first examination will be conducted in October-November 2010.
