1. INTRODUCTION
1.1 This minute must be read in conjunction with Assessment Management Minute 0018/2009, which informed schools about the management of subject changes in Grades 10, 11 and 12.
1.2 In future all subject changes in schools must be effected on the Central Education Management Information System (CEMIS).
1.3 Schools are requested to avoid any subject change in Grades 11 and 12, unless it is absolutely necessary and in the best interest of the learner concerned.
1.4 As soon as the subject-change requests are approved, the school must ensure that the candidates meet the school-based assessment requirements for the new subject.

2. CHALLENGES EXPERIENCED WITH SUBJECT CHANGES IN 2010
2.1 Many schools did not adhere to the closing date for subject changes during 2010. From 2011 onwards, no late applications will be accepted.
2.2 Too many learners applied for more changes than policy allows. Schools are requested to adhere to policy and apply for only the maximum number of subject changes allowed per learner, as stipulated in Section 3 of this minute.
2.3 The information provided by schools on the online application form was incomplete in most cases. Schools must remember to complete the motivation column.
2.4 The total number of subject changes in the province was too high. Most of the subject changes were CEMIS corrections. When IMG managers visit schools during the year they must ensure that the mark schedules for the different grades in each school reflect the CEMIS registrations of the school. Principals must provide IMG managers with a list of CEMIS registrations.

3. SYSTEM FOR APPROVAL OF SUBJECT CHANGES IN GRADES 10, 11 AND 12 FROM 2011 ONWARDS
3.1 SUBJECT CHANGES IN GRADE 10
3.1.1 A maximum number of two subjects per learner per year may be changed.
3.1.2 All subject changes must be approved by the principal and done online on the CEMIS.
3.1.3 The closing date for subject changes done at school level is 31 July of each year.
3.2 SUBJECT CHANGES IN GRADE 11
3.2.1 A maximum number of two subjects per learner per year may be changed.
3.2.2 The closing date for subject changes done at school level is 31 July of each year.
3.2.3 All requests for subject changes must be approved by the education district office by 15 August of each year.
3.3 SUBJECT CHANGES IN GRADE 12
3.3.1 A maximum of one subject per learner per year may be changed.
3.3.2 The closing date for subject changes done at school level is 31 January of each year.
3.3.3 All requests for subject changes must be recommended by the education district office by 15 February each year.
3.3.4 All subject changes will be electronically approved by Head Office by 28 February of each year.

4. APPROVAL OF SUBJECT CHANGES FROM 2011
4.1 Once the request for a subject change has been approved, CEMIS will be updated automatically and an e-mail will be sent to the school.
4.2 In exceptional cases, i.e. when a request is received for more than two subject changes for a Grade 10 or 11 learner or more than one subject change for a Grade 12 learner, the school must submit the request for the subject changes to the assessment co-ordinator at the education district office. The assessment co-ordinator will capture the request on behalf of the school and Head Office will be responsible for approving the subject changes.

5. CEMIS REGISTRATIONS
5.1 It is expected of the principal to sign off the registration schedules for Grades 10 and 11 on the CEMIS by 15 September of each year. This process will be explained on the CEMIS.
5.2 Principals are urged to ensure that all learners are correctly registered on the CEMIS in Grades 10 and 11 so as to avoid requests for subject changes in Grade 12.

6. Principals and education district officials are requested to bring the contents of this minute to the attention of the staff, parents and learners.
