4. Zimbini iintlobo zezithuba ezongezelelweyo, ekuzezi, izithuba zokwanda kwenani lobhaliso kunye nezithuba zokwandiswa kwekharityhulam:
4.1 Isithuba sokwanda kwenani lobhaliso sisithuba apho sithi isikolo sikarhulumente esiqhelekileyo senze isicelo ngenxa yokwanda kakhulu kwenani labafundi ababhalisileyo, njengoko kuthi kuboniswe yi-CEMIS kunye nerejista yokuhamba isikolo kwabafundi yesikolo, ukususela ngoMatshi 2009 ukuya kutsho kusuku lweshumi lwesikolo ngo-2010 (o.k.t. inani labafundi ababhalisileyo besikolo ngo-2009 eliboniswa yileta yenani lezithuba zootititshala ezabelwe isikolo ngo-2010);
4.2 Isithuba sokwandiswa kwekharityhulam sisithuba apho sithi isikolo sikarhulumente esiqhelekileyo senze isicelo ngenxa yokwandiswa (expansion) kwekharityhulam yesikolo (ekufuneka ibe iqale yavunywa liSebe i-WCED) okanye ngenxa yayo nayiphi na enye into echaphazela ngakumbi ezemfundo (educational contextual factor) ebingathintela ukuba isikolo sikarhulumente esiqhelekileyo sifundise ikharityhulam ngempumelelo nangokukuko.

5. IZITHUBA ZOKWANDA KWENANI LOBHALISO
5.1 Izicelo zezithuba zokwanda kwenani lobhaliso ziya kuqwalaselwa kuphela ngokususela kwinani labafundi ababhalisileyo kwisikolo sikarhulumente esiqhelekileyo njengoko linjalo nge-26 Januwari 2010 (usuku lweshumi lwesikolo) yaye nangokuxhomekeka ekubeni kusekho izithuba kwinani lilonke lezithuba zootitshala ezinokuhlawulelwa. Isikolo sinokwenza isicelo kuphela yakuba inqununu yesikolo isayine yaza yathumela irejista yenani lilonke lobhaliso lwabafundi ngosuku lweshumi lwesikolo ngo-2010. Kufuneka inqununu iqinisekise ukuba inani labafundi eliboniswa kwi-CEMIS liyangqinelana nenani labafundi eliboniswa ziirejista zeeklasi zokuhamba isikolo kwabafundi zika-2010 (in the learner attendance class registers of 2010). Ngokusayina irejista yamanani ewonke obhaliso lwabafundi ngosuku lweshumi lwesikolo, umphathi wekomiti yesekethe (CTM) uyangqina ukuchaneka kwenani lilonke lobhaliso lwabafundi ngosuku lweshumi lwesikolo.
5.2 Isicelo sesithuba sokwanda kwenani lobhaliso kufuneka senziwe kwikhompyutha. Isicelo sokwanda kwenani lobhaliso esingenziwanga kwikhompyutha asiyi kuqwalaselwa liSebe i-WCED.
5.3 Xa isikolo sifaka isicelo sesithuba sokwanda kwenani lobhaliso, akunyanzelekanga ukuba isikolo eso sinike izizathu ezixhasayo (written justification). Nakuba kunjalo, kufuneka inqununu yesikolo ingqine ukuba ikho indawo eyaneleyo nefanelekileyo efumanekayo ukulungiselela utitshala owongezelelweyo (ootitshala abongezelelweyo) kunye nabafundi abongezelelweyo. 5.6 Ukubala inani lilonke labafundi ngosuku lweshumi lwesikolo, inqununu yesikolo mayiqinisekise ukuba aba bafundi balandelayo batshintshelwa kwesinye isikolo okanye bayakhutshwa kubhaliso kwi-CEMIS baze kwangokunjalo bakhutshwe kwirejista yabafundi yokuhamba isikolo nakwirejista yokwamkelwa kwabafundi yesikolo (admission register):
5.6.1 Abafundi abasishiyileyo isikolo okanye abayeke isikolo ekupheleni kuka-2009 ngenxa yaso nasiphi na isizathu;
5.6.2 Abafundi abafumene isatifikethi sokutshintshela kwesinye isikolo esikhutshwa seso sikolo;
5.6.3 Abafundi abangayanga esikolweni ngalo naluphi na usuku kwezo ntsuku zilishumi zokuqala zonyaka wezifundo wabafundi ngo-2010.
5.7 Isicelo sesithuba sokwanda kwenani lobhaliso siya kuqwalaselwa kuphela phantsi kwale miqathango ilandelayo:
5.7.1 Iinkcukacha ngamabanga emfundo namava abo bonke ootitshala esikolweni ezifakwe kwiziko ledatha iQualifications Database (QDP) kwiSistim i-Human Capital Leave Management System (HC-LMS);
5.7.2 Amanani ewonke abafundi besikolo ahlaziyiwe kwi-CEMIS;
5.7.3 Bonke abafundi bazifumene iindawo eziklasini kwi-CEMIS yaye aba bafundi bafakiwe kwiCEMIS;
5.7.4 Zonke izifundo zabo bonke abafundi (ngaphandle mhlawumbi kwabafundi beBakala 10) abasesikolweni zifakiwe kwi-CEMIS.
5.8 Izikolo zikarhulumente eziqhelekileyo zinokwenza isicelo sesithuba sokwanda kwenani lobhaliso ukususela ngo-16:00 ngoLwesithathu we-13 Januwari 2010 de kube ngu-15:00 ngoLwesihlanu, we-5 Februwari 2010. Akukho zicelo zifike emva kwexesha ziya kuqwalaselwa.

6. IZITHUBA ZOKWANDISWA KWEKHARITYHULAM (CURRICULUM POSTS)
6.1 Izicelo zezithuba zokwandiswa kwekharityhulam mazenziwe ngekhompyutha kwi-CEMIS.
6.1.1 Oku kunokwenzeka ukususela ngo-10:00 ngoMvulo, we-5 Oktobha 2009 de kube ngo-15:00 ngoLwesihlanu, we-23 Oktobha 2009. Akukho sicelo siya kuqwalaselwa ukuba singeniswe emva ko-15:00 ngoLwesihlanu we-23 Oktobha 2009 ngeli thuba lomjikelo wokuqala.
6.1.2 Ukuba isikolo sifaka isicelo sokwandiswa kwekharityhulam ngethuba lomjikelo wokuqala, eso isikolo ke ngoko sikwacelwa ukuba singenise uluhlu lwamagama neefani zabafundi abatsha ababhaliswe kweso sikolo ukulungiselela unyaka wezifundo ka-2010 (2010 academic year), kwakunye nenombolo ye-EMIS yomfundi ngamnye (EMIS number), umhla wokuzalwa, ibakala akulo umfundi, isikolo akuso (ukuba kuyasebenza oku), kwakunye negama lomnye wabazali neenkcukacha zakhe zenombolo yefoni yokuqhagamshelana naye. Ukunenzela lula, kuqhotyoshelwe apha isiHlomelo D njengomzekelo.
6.1.3 Isicelo esivela kwisikolo esingazizalisanga iinkcukacha zazo zedatha yootitshala efakwe kwikhompyutha kwi-QDP ye-HC-LMS (capturing of its educator data on the QDP of the HC-LMS) asiyi kuqwalaselwa. Ukufakwa kweenkcukacha ngokupheleleyo makungqinisiswe ngumphathi wekomiti yesekethe (CTM) okanye nguMphathi weze-IMG.
6.1.4 Zonke ezi zicelo zifakwe ekhompyutheni ziya kusingathwa liCandelo loCwangciso noPhuhliso lwaBasebenzi leSebe i-WCED engadlulanga uLwesibini we-30 Novemba 2009.
6.1.5 Izikolo ziya kwaziswa ngesiphumo sezicelo zazo zomjikelo wokuqala zezithuba zokwandiswa kwekharityhulam nge-11 Disemba 2009.
6.1.6 Izikolo ziya kunikwa ithuba lesibini lokwenza izicelo zezithuba zokwandiswa kwekharityhulam ekuqaleni kuka-2010.
6.1.7 Ukulungiselela umjikelo wesibini, izikolo zinokufaka izicelo ukususela ngo-16:00 ngoLwesithathu, we-13 Januwari 2010 de kube ngu-15:00 ngoLwesihlanu, we-5 Februwari 2010.
6.1.8 Akukho zicelo ziya kuqwalaselwa emva kweye-16:00 ngoLwesihlawu, we-5 Februwari 2010.
6.1.9 Izikolo ziya kwaziswa ngesiphumo sezicelo zazo zomjikelo wesibini ngoLwesibini, we-31 Matshi 2010.
6.2 Izicelo zezithuba zokwandiswa kwekharityhulam mazixhaswe zizizathu ezivokothekileyo (be fully justified) ezibhaliweyo.
6.3 Isicelo esenziwa sisikolo sikarhulumente esiqhelekileyo sokwandiswa kwekharityhulam siya kuqwalaselwa kuphela phantsi kwale miqathango ilandelayo:
6.3.1 Isikolo esinika ubungqina bokuba akukho titshala kweso sikolo (kubandakanywa nabo bangaphezu kwemfuneko (in excess) onokubanako ukufundisa ezo zifundo okanye ezo nkalo zezifundo okanye eso sigaba isikolo esifunela zona loo titshala;
6.3.2 Amanani ewonke abafundi besikolo ahlaziyiwe kwi-CEMIS kwaye ayangqinelana namanani ewonke abafundi akwiirejista zokuhamba isikolo kwabafundi (school's learner attendance registers) kwakunye nerejista yokwamkela kwabafundi yesikolo (school's admission register). Oku kufuneka kungqinwe ngumphathi wekomiti yesekete (CTM) okanye nguMphathi weze-IMG.
6.3.3 Bonke abafundi bazifumene iindawo eziklasini yaye ezi zintlu zeeklasi zifakiwe kwi-CEMIS.
6.3.4 Zonke izifundo zabo bonke abafundi esikolweni zifakiwe kwi-CEMIS.
6.3.5 Inqununu yesikolo ingqinile waza nomphathi wekomiti yesekete wangqinisisa naye ukuba kukho indawo eyaneleyo nefanelekileyo yotitshala (yootitshala) owongezelelweyo.
6.3.6 Isikolo sizihlaziyile iinkcukacha zedatha yootitshala) (educator data) (yabahlawulwa liSebe i-WCED kwakunye nabo bahlawulwa yi-SGB) kwi-QDP ye-HC-LMS.
6.3.7 Umsebenzi weCandelwana loLawulo loLwazi neNgcaciso (Knowledge and Information Management) uvakalise ukuba yonke idatha ye-CEMIS yesikolo ihlaziywe ngokufanelekileyo, nokuba akukho phinda-phindo lwabafundi lwenzekileyo nokuba kukho irekhodi kwiCEMIS yabo bonke abafundi ababekhutshwe kubhaliso (de-registered) okanye batshintshelwe kwezinye izikolo (transfered out).
6.3.8 Inqununu yesikolo izalise yaza yafaka kwiCEMIS oku kulandelayo:

  • IsiHlomelo A (IShedyuli yoKwabiwa kooTitshala-(Schedule of Teacher Allocation));
  • IsiHlomelo C (IShedyuli yeXesha loKufundisa -Schedule of Teaching Time)).
6.3.9 Inqununu yesikolo izalise yaza yathumela nge-imeyili oku kulandelayo:

  • IsiHlomelo B (IShedyuli yoKusetyenziswa kooTitshala-(Schedule of Teacher Utilization));
  • IsiHlomelo D (uluhlu lwamagama abo bonke abafundi abatsha).

6.3.10 Izizathu ezixhasa isicelo esifakwe kwiCEMIS mazibonise oku kulandelayo:

  • Baya kusetyenziswa njani na ootitshala abongezelelweyo (kubandakanywa nootitshala bezithuba ezitsha ekuthe ngenxa yazo kwangeniswa izicelo);
  • Kungani na ootitshala abakhoyo ngoku bengenako ukufundisa esi sifundo (ezi zifundo) okanye le nkalo yesifundo (ezi nkalo zezifundo) ekuthi ngenxa yazo kufunwe ootitshala abongezelelweyo.

Kuqhotyoshelwe apha kule ngcaciso imfutshane imizekelo yeeshedyuli ezizalisiweyo ukukwenzela lula.


7. ISIPHELO
7.1 Umphathi wekomiti yesekethe (CTM) makaqinisekise ukuba akukho zititshala zingaphezu kwemfuneko (in excess) kwisekethe yakhe okanye kwiisekethe ezingabamelwane ekunokusetyenziswa iinkonzo zazo ukubonelela iimfuno zesikolo esichaphazelekayo. Ukuba kukho utitshala ololu hlobo ongaphezu kwemfuneko ofunyenweyo, makwaziswe iCandelo loLawulo lwaBasebenzi lwangaPhakathi (Directorate: Internal Human Capital Administration).

7.5 Izikolo maziqinisekise ukuba zonke iinkcukacha zabafundi (all learner detail) (kubandakanywa nengcombolo ngezifundo -subject information included) zenziwe zagqitywa ngoLwesihlanu, we-5 Februwari 2010 ukulungiselela ithuba lokubonelelwa ngezithuba ngo-2010. Bonke abafundi abakhutshwayo kubhaliso (de-registrations) nabatshintshelwa kwezinye izikolo (transfers out) benziwe bagqitywa ngoMvulo, we-1 Februwari 2010.
7.6 Ukuba sithe isikolo sakho sanengxaki yoqhagamshelwano (connectivity problems) ngethuba sisenza isicelo sesithuba, kucelwa uqhagamshelane nomphathi wekomiti yesekethe (CTM) ukuba akuncedise.

8. Isikolo masiqinisekise ukuba elo nani lootitshala linikwe eso sikolo lezithuba zengqesho ngo-2010, liya kubanako ukumelana nenani lezifundo nezifundo ezidibene kunye nazo (subjects and combinations) isikolo esijonge ukuzifundisa ngo-2010. Ezinye izikolo zifundisa izifundo ezinika amathuba abanzi kakhulu okukhethwa kwezifundo (too wide subject choice), kuze oko kubenesiphumo esibi ngokubhekiselele kwezi zinto, kumgangatho wemfundo, kubukhulu beeklasi, kwizibonelelo neemfuno zootitshala (demand for educators) kwizifundo ezingaxhaphakanga (scarce subjects), nakwiifizi zesikolo ezihlawulwayo.

9. Kucelwa uyiqwalasele ngononophelo olulodwa imihlathi 2.3, 2.7.2, 2.14 no-3.4 kwiSetyhula 0031/2009.

10. Ukuba unqwenela ukwenza isicelo sesithuba esongezelelweyo, nceda uloge (log-in) kwi-CEMIS, klikha ku-Administration uze uklikhe ku-Growth application okanye ku-Curriculum application, ngokuxhomekeka ekubeni loluphi na uhlobo lwesithuba sengqesho owenza isicelo kuso.

11. Uyacelwa ukuba wazise okuqulethwe kule ngcaciso bonke abasebenzi abangootitshala namalungu ebhunga lolawulo lesikolo.
