Whole School Evaluation (WSE)

1. The Directorate: Quality Assurance wishes to express its gratitude to all the schools and officials for their co-operation during the on-site visits of the WSE process.
2. By the end of June 2009, all the National Strategy for Learner Attainment (NSLA) schools had been evaluated. During 2009, 53 schools were evaluated, whilst the other 21 NSLA schools were evaluated between 2006 and 2008.
3. To date, all the individual NSLA reports have been handed to the schools and district officials concerned. A CD containing all the reports of evaluated schools up until the end of 2008 has been disseminated to all the districts.
4. A CD containing all the reports of schools evaluated during 2009 will be disseminated to Head Office and district offices by the end of November 2009, so that it can inform their interventions and support for all WCED schools.

Corrective action

5. A follow-up will be done to determine the extent to which recommendations have been implemented, and also the extent to which areas for development have been dealt with in the WSE reports. The dates for the corrective action follow-up visits will be released beforehand.
5. The schools that have been evaluated from March - June 2009 will be required to provide the Directorate: Quality Assurance with a progress report with regard to the implementation of the recommendations in the WSE reports. This should be a part of the review of the 2009 SIPs which informs the SIPs for 2010. The template will be sent to these schools.

School Self Evaluation (SSE) and School Improvement Plans (SIPs)

7. All schools are reminded that the following processes should now be implemented:

a. The findings of the WSE reports must be disseminated to all stakeholders and used for SSE;
b. An assessment of the 2009 SIPs must be done;
c. The SSE must be under way, including the devising of a plan to manage each Focus Area at the school as a project. If required, support may be requested from the circuit teams. The findings of the SSE must be used to inform the revised SIPs;
d. The 2010 SIPs must incorporate all the above processes. Focus Areas 4, 5 and 6 are compulsory and schools are required to prioritise another 2 or 3 Focus Areas, selecting only the prioritized criteria.

8. In accordance with Education Laws Amendment Act (Act 31 of 2007), a report on progress made with implementation of the SIP of 2009 and on the targets that were set for the year must be submitted to the district office, together with the new SIP for 2010. The templates will be sent to all schools by the Chief Directorate: Institutional Development and Co-ordination.
9. The due dates for the 2010 SIPs are 27 November 2009 for primary schools and 29 January 2010 for high schools. The signing of the SIP by each principal is a verification that the SSE was properly done, including consultation with all stakeholders.
10. Principals are reminded that effective implementation of the SIPs must be done on a continuous basis. The entire staff must co-operate with the staff member responsible for co-ordinating each Focus Area in the SIP.

Performance Measurement

11. The moderation of all the teachers' scores must be done by all the staff development teams (SDTs). At the district level, the Heads: IMG Co-ordination and Advice will moderate all the scores. The Circuit Team Managers must moderate the principals' scores. A report on the moderation process must be submitted to the IQMS co-ordinator.
12. You are reminded that the due date for the submission of all the scores is 13 November 2009 (or according to the staggered circuit dates provided by the IQMS co-ordinator). Heads: IMG Co-ordination and Advice and Circuit Team Managers, when signing approval of scores, are reminded to base their appraisals on the evidence aligned with the performance standards of the principals.
