1. The roadshows introducing the Qualifications Database (QDP) for teachers have been completed in the education districts. Metro South Education District has indicated that they will take full responsibility for training all their schools in the use of the QDP, which will be accommodated on the Human Capital Leave Management System (HCLMS). We would like to thank schools for sending representatives to these roadshows, and also education district staff for organising these events. We are grateful to the principals, staff and SGBs of the following schools for making training venues available:

A special word of thanks to all schools who participated in the pilot project in 2008. Their contributions were much appreciated.

2. We will GO LIVE for all educational institutions on 1 June 2009. To GO LIVE means that schools will be able to access the QDP on the HCLMS so as to capture the qualifications, experience and skills of all teachers on their staffs. This includes both state- and SGB-employed staff, whether employed permanently or on contract.
3. The capturing of the information must be done by a member of staff, whether state or SGB remunerated, appointed by the school principal, as is the case with the HCLMS. The only difference is that, where the data capturer is an SGB-employed teacher, the principal must use that teacher's ID number.
4. Neither the data capturer nor the principal will take responsibility for the correctness of the information on the QDP. Each member of staff must take full responsibility for the correctness of his or her personal details on the QDP.
5. The principal may assign more than one person to capture information on the QDP.
6. The information on staff of schools who participated in the pilot project is still on the system. We have now disabled the passwords of those teachers and we advise them to check the information for correctness as the database was modified after completion of the pilot project.
7. Once capturing has been completed, the principal must complete Annexure A (DHP QDP- 0002) which must be returned to the Directorate: Human Capital Planning, via the relevant education district office. District offices are requested to collect all these forms and submit them by Friday, 24 July 2009 to the following address:

8. Schools have from 1 June 2009 to 30 June 2009 to capture all the information about their teachers.
9. The verification of the information will start in the 3rd school term, and will be done in two phases:
9.1 During the first phase, a tab will be added to the QDP to allow each member of a school's teaching staff to edit, update and verify his or her personal information online. Each teacher will verify the correctness of his or her personal information by signing it. Teaching staff will have until 9 October 2009 to edit, update and sign their personal information. After 9 October 2009, the teachers will have to request the Directorate: Human Capital Planning to change information.
9.2 During the second phase, the information on each teacher will be verified by an agency which has been licensed to do so.
10. Space is also provided on the QDP for each teacher to enter the student- or examination number allocated by the tertiary institution at which he or she studied. If the teacher does not have that number or if that tertiary institution has closed, the teacher must enter his or her ID number instead. This is only applicable in cases where institution has closed and has not merged with another institution.
11. There is also space provided on the QDP for the teacher's qualification certificate number to be entered. If the certificate does not have a number, the teacher'-s identity number must be entered instead.
12. The QDP is user-friendly, but, should you have any enquiries, please feel free to speak to your IMG manager or circuit team manager. In exceptional cases, you may telephone the Directorate: Human Capital Planning.
13. If a teacher has applied for a certificate from a professional body, such as SACE, and has not yet received that certificate, or if he or she has not yet applied for that professional certificate, then the number 6683663 must be entered instead. However, the authentic certificate number must have been entered by the time the teacher verifies the correctness of his or her information by signing it.
14. Kindly note that technical qualifications are normally N-level qualifications. Your professional qualifications normally include words such as education, training, educator, educationis or teacher on the certificate. All other qualifications should be considered to be academic, including your school senior certificate. This means that, if a teacher has a tertiary qualification from a teachers' training college or technical college, then his or her highest academic qualification is his or her senior certificate.
15. Teachers are required to enter all qualifications, not just the highest qualification.
16. Please bring the contents of this minute to the attention of all teaching staff and have them sign acknowledgement of receipt thereof. Proof that all staff have signed must be safely filed.
