1. Section 16A. (1) (c) (iv) of the Education Laws Amendment Act, 2007 (Act 31 of 2007) requires the principal of a school identified as underperforming in terms of Section 58B (i.e. an NSLA school) to report to the Head of Department and the governing body on progress made in implementing the Academic Performance Improvement Plan (APIP) by 30 June of every year.
2. Section 16A. (1) (c) (v) entitles the Head of Department to extend this due date if there is good cause. In order for this progress report to include an analysis of the June examination results, the Head of Department has extended the due date to 31 July 2009.
3. Only principals of NSLA schools will be required to submit the mid-year APIP progress report.
4. The template for this progress report and instructions for its completion are included in this minute. Please note that the principals are required to report on Grades 8 -12.
5. Principals must submit the progress report to the education district IQMS co-ordinator by 31 July 2009.
6. It must also be noted that Section 16A. (1) (b) of the act requires the principal of every public school to submit an Annual Report on the academic performance of the school and on the effective use of available resources. This annual report will have to be submitted by the principal of every public school by the end of January 2010.
7. Principals will be provided with the template for this Annual Report later in the year. It will not differ substantially from the sample presented in the district briefing sessions.
