1. In Annexure A, paragraph 3.5.2, of Norms and Standards Circular 0034/2008 of September 2008, non Section 21 schools were instructed to submit, by Wednesday, 30 September 2009, their additional orders for learning and teaching support material (LTSM) on the WCED 034 form, as well as their orders for local purchases on the WCED 026 form. This was to ensure that supplies would be delivered before the start of the 2010 school year.
2. According to our records, many schools still have unspent balances. Schools have therefore been granted an extension for the submission of their requisitions for LTSM and local purchases until Friday, 27 November 2009. The WCED's principle of ensuring that each learner has a textbook in each subject or learning area is applicable.
3. Each school must ensure that its chosen supplier has the required LTSM in stock so that the supplies can be delivered by Monday, 11 January 2010, when schools re-open. Should the supplier be unable to give this assurance, an alternative supplier must be chosen.
4. In addition to textbooks, the following LTSM may also be requested on the WCED 034 form: library books, posters, maps, wall charts, class readers, reference books, prescribed works, dictionaries, library resources, pre-recorded audio and video cassettes, CDs, educational software.
5. A request for the transfer of funds will be considered only if it is accompanied by the following documents:
5.1 A letter on the school's letterhead, signed by the principal and the chairperson of the school governing body (SGB), justifying the transfer and clearly indicating the funds to be transferred;
5.2 A letter from the IMG manager, confirming that the school has a textbook per learner per subject or learning area for 2010;
5.3 A revised and completed WCED 032, signed by the principal, the SGB chairperson and the IMG manager, and certified with the school stamp.
6. Requests for the transfer of funds must be hand-delivered, by no later than Wednesday, 11 November 2009, to Ms Lucia Bredenkamp at the following address:
