1. In order to comply with the stipulations of Treasury Regulation 8.4 of the Regulations promulgated in terms of the Public Finance Management Act 1999, (Act 1/1999), grants and transfer payments may only be used for the purpose for which they were originally intended. The attached form, which has been designed to ensure that this is indeed the case, must be completed by the Deputy Director: Administration of the Education District Office concerned. The fully completed form must be submitted to the Director: Financial Accounting at Head Office.
2. In future all subsidy payments will be made only after the approval of the Deputy Director: Administration at the Education District Office has been received on the prescribed form.
3. By completing the form the Deputy Director confirms that the school implements effective, efficient and transparent financial management, which means that the Education District Office is aware of any deviations from sound financial management practice (if any) at the school.
