1. The training and development of representative council of learners [RCL] members and the funding thereof have been devolved to the education district offices. The Directorate: Institutional Management & Governance Planning [IMGP], Subdirectorate: Schools, has developed a reference file to assist schools and teacher liaison officers (TLOs) with the development and training of RCLs.
2. The Directorate:IMGP, Subdirectorate: Schools, extends an invitation to all TLOs to a workshop on RCL training and development. The workshop will be held at each of the following venues:
Cape Winelands and West Coast Education Districts: 
On 20 February 2009, from 14h30 to 16h00,

3. At the workshop, each TLO will receive a reference file containing training material for the development of RCLs at schools. To receive a second file in the language of choice, each TLO must complete the attached File Request Form and hand it to the appropriate IMGP official at the workshop. TLOs who do not submit this completed form will not receive a second file in the language of choice. Once printed, the second files will be delivered to district office to distribute to the schools concerned.
4. If a TLO cannot attend the workshop, the school must send a representative to receive the reference file. Files will not be sent by post or courier.
5. Please note that these reference files must be kept at the school and must be always available to the TLO and the members of the RCL.
6. TLOs travelling further than 50 km in one direction, i.e. more than 100 km both ways, will be reimbursed for their travel expenses. A claim form will be made available at the workshop. If TLOs travel together, only the owner of the vehicle will be reimbursed.
