Bonke abasebenzi benkonzo karhulumente (public service) (PS) kunye nabaphathi bamacandelo abo (amasekela balawuli-jikelele, abalawuli abaziintloko, abalawuli, ii-CEO zeekholeji ze-FET neenqununu) bayakhunjuzwa ukuba bonke abaqeshwa abaqeshwe phantsi koMthetho weNkonzo kaRhulumente ka-1994 (I) kufuneka baphumeze iNkqubo yoLawulo noPhuhliso lweNtsebenzo yaBasebenzi (Staff Performance Management and Development System) (SPMDS) ngokwemigqaliselo yeMimiselo yaBasebenzi Benkonzo kaRhulumente ka-2001 (as per prescripts of the Public Service Regulations of 2001).

A. IMIHLA EBEKIWEYO
1. Umjikelo wokuvavanya intsebenzo kubo bonke abasebenzi benkonzo karhulumente uqala nge-1 Apreli kunyaka ngamnye uphele nge-31 Matshi kunyaka olandelayo.
2. Abaphathi bamacandelo mabaqinisekise ukuba bonke abasebenzi benkonzo karhulumente bayaziqukumbela iiseshoni zokuhlolwa kwentsebenzo yabo yomjikelo ka-2008-2009 neesuphavayiza zabo ezibaphetheyo.
3. Bonke abasebenzi benkonzo karhulumente neesuphavayiza zabo ezibaphetheyo bafanele ukuba sebevumelene ngomhla we-apreyizali yentsebenzo yokugqibela. La malungiselelo aya kunika ithuba bonke abaphathi bamacandelo nabaqeshwa ukuba bagqibezele iimvumelwano zentsebenzo yabo zomjikelo wovavanyo ka-2009-2010. 4. Bayakhunjuzwa abaphathi bamacandelo ukuba kufuneka bangenise onke amaxwebhu afunekayo adweliswe kule ngcaciso imfutshane nokuba kuphela ngamaxwebhu entsusa (original versions) aya kwamkelwa. Nawaphi na amaxwebhu angangeniswanga akayi kwamkelwa emva kwe-15 Juni 2009.

B. IZIHLOMELO EMAZINGENISWE
1. Kufuneka kungeniswe zonke izihlomelo ezidweliswe apha ngasezantsi. (Amaxwebhu asekhompyutheni ezi zihlomelo aqhotyoshelwe kolu xwebhu.)

3. Kufuneka iiseshoni ezirekhodiweyo zokuhlolwa kwentsebenzo zibe mbini. Ifom yesiHlomelo C mayibonise ukuba iiseshoni zokuhlolwa kwentsebenzo zazirekhodwe kabini enyakeni (bi-annually) (enye kwisiqingatha sokuqala ize enye ibe kwisiqingatha sesibini sonyaka wokuvavanya intsebenzo). 4. Kwixesha elidlulileyo, bekusetyenziswa amaxwebhu ahlukeneyo esiHlomelo E. Kulo mjikelo wovavanyo, kuphela luxwebhu oluqhotyoshelweyo lwesiHlomelo E oluya kwamkelwa njengoxwebhu olusemthethweni
5. Izihlomelo eziqhotyoshelwe kule ngcaciso imfutshane zithathwa njengamaxwebhu asemthethweni (official documents) kwaye ziya kuba kuphela kwamaxwebhu aya kwamkelwa.
6. Kwiimeko apho abaqeshwa bafumene ireyithingi iyonke (overall rating) engaphantsi kuka-"Satisfactory", makuzaliswe isiHlomelo H. Siya kuthi ke ngoko isiHlomelo H sibe yinxalenye yoluhlu olufunekayo lwamaxwebhu amakangeniswe.

C. UKUTYUNJELWA KWABASEBENZI BENKONZO KARHULUMENTE AMABHASO AYIMALI
1. Kufuneka abaphathi bamacandelo batyumbe i-20% (ngokwegrafu i-) (NDC) yenani labasebenzi be-PS abaqeshwe kwiziko ukwenzela ukufumana ibhonasi eyimali.
2. 2. Kwinqanaba lesikolo nekholeji ye-FET, makusetyenziswe bonke abasebenzi be-PS ukubala i-20% yabaqeshwa be-PS abaya kutyunjelwa ibhonasi eyimali. Kuphela ngabaqeshwa abafumene ireyithingi iyonke u-"Commendable" okanye "Outstanding", abanokutyunjelwa ibhonasi eyimali, kungakhathaliseki hlelo lomsebenzi owenziwa ngumqeshwa ngamnye.
3. Oku kulandelayo kusebenza kubasebenzi benkonzo karhulumente abasezi-ofisini kuphela:
3.1 Kuphela yi-20% yabasebenzi abasezi-ofisini enokutyunjelwa ibhonasi eyimali yaye mayibe kuphela ngabaqeshwa abafumene ireyithingi iyonke engu-"Commendable" okanye "Outstanding", abanokuqwalaselwa
3.2 Makusetyenziswe bonke abasebenzi be-PS abaqeshwe kwicandelo ukubala inani labaqeshwa be-PS, abakwi-20% ye-NDC, abanokutyunjelwa ibhonasi eyimali. (Isikhokelo se-20% siya kusebenza kwakhona njengomlinganiselo wolawulo wabaphathi bamacandelo.)
3.3 Kule 20% yabaqeshwa abakufaneleyo ukutyunjwa, i-5% kufuneka ivele kwiqela elifumene ireyithingi engu- "Outstanding" ize i-15% ibe kwiqela elifumene ireyithingi engu- "Commendable"
4. Xa kubalwa inani labasebenzi abanokutyunjelwa ibhonasi eyimali, isiphumo masiphethwe ngokuba sisiwe kwelona nani lipheleleyo likufuphi, (the answer must be rounded off to the nearest whole number). Umzekelo: Ukuba xa ubala isiphumo sakho ngu-1.4, ungatyumba umsebenzi we-PS omnye kuphela. Ukuba isiphumo sakho ngu-2,5 makutyunjwe abasebenzi be-PS aba-3.
5. Kwiimeko apho amnye kuphela umsebenzi we-PS kwiziko, loo msebenzi unokutyunjelwa ibhonasi eyimali ukuba ufumene ireyithingi iyonke engu-"Outstanding" okanye "Commendable".
6. IsiHlomelo G siya kuba noluhlu lwabasebenzi be-PS abaya kuqwalaselwa yiCentral Moderation Committee (CMC) ngenjongo yokutyunjelwa ukufumana ibhonasi eyimali. Olu xwebhu malusayinwe ngumphathi wecandelo. Isihlomelo sentsusa masiqhotyoshelwe kumaxwebhu e-apreyizali abasebenzi abatyunjiweyo.
