1. Ingcaciso eMfutshane yeCandelo loPhuhliso lwaBasebenzi lwaNgaphakathi 13/2008 yomhla we-1 Disemba 2008 imalunga nalo mba.

2. Izenzo zeekomiti ezimodareyithayo zibalulekile kumba wokuthembeka (credibility) kweSPDMS kwaye zisekelwe kule migqaliselo isisikhokelo ilandelayo: ukunyaniseka, ukusebenza ngengqondo ephangaleleyo, ukungakhethi cala, ubulungisa, nokuzinza/ukuqiqa kakuhle. Iikomiti ezimodareyithayo ziqinisekisa ukungatshintsha-tshintshi izinto (consistency), ulingano (equity), ubulungisa ekwenzeni iinkqubo (procedural fairness), ukuchaneka (correctness) nokwenza ngobulungisa (administrative justice) ekuphunyezweni kweSPDMS.

3. Kwamiselwa ikomiti yokumodareyitha edibanisa onke amacandelo (centralised moderation committee) yomjikelo weSPDMS ka-2007 - 2008 yaza yanikwa umsebenzi ongumngeni wokukhetha abasebenzi benkonzo karhulumente abafanale ukufumana iibhonasi zentsebenzo ngokususela kwiireyithingi zabo, njengoko kwakuvunyelwene ngazo ngabo neesuphavayiza zabo, nezafunyanwa phambi okanye ngowe-28 Novemba 2008.

4. Iingxoxo zekomiti zenziwa nzima ngabaphathi bamacandelo okanye ziinqununu ngokuthi zingalandeli iimfuno zeNgcaciso eMfutshane yeCandelo loPhuhliso lwaBasebenzi lwaNgaphakathi 8/2008 o.k.t. ukutyumba kuphela i-20% yabona basebenzi bantsebenzo itshatsheleyo kwicandelo okanye kwiziko lemfundo ngalinye. 4.4 Kwakhona abatyunjwa badityaniswa ngokwamaqela amanqanaba emivuzo (salary bands) 1 - 2, 3 - 6, no-7 - 8, 9 - 10 no- 11 - 12 kwimeko yamaziko emfundo, yamacandelo okanye yeekhomponenti ukulungiselela iinjongo zokunika ingxelo.
4.5 Ukuba amagama abatyunjiweyo afunyenweyo ayengqinelana ne-normal distribution curve (NDC) engu-20% ngesikolo okanye ngecandelo ngalinye, abo batyunjwa bavunywa yikomiti.
4.6 Ukuba amagama abatyunjwa afunyenweyo kwisikolo okanye kwicandelo ngalinye ayegqithile kwi-NDC engu-20%, kwaye kwangenelela ikomiti yaza yenza izindululo ezisusela koku kulandelayo:
