1. Kindly refer to Circular 0043/2008 of 14 November 2008 and Circular 6 of 2009 from the Acting Director-General of the Department of the Premier under reference HRM 3/5/1 of 6 November 2009. (Circular 6 of 2009 is attached to this minute.)
2. In order to avoid any confusion amongst staff as to what is allowed in respect of end-of-year functions and time-off, staff members should note that in addition to the concessions normally made at the end of each year, i.e. shorter working hours on the working day before Christmas Day and the working day before New Year's Day, they will be allowed to attend one Christmas luncheon during the Christmas season. This luncheon may take any form, but may not commence earlier than 15:00. Staff members are not compelled to return to their offices after such luncheons.
3. No further requests regarding time-off for Christmas shopping or attendance at other functions will be approved.
4. Arrangements for functions must be made in consultation with the line manager (director level) concerned.
5. At this time of the year it is important that heads of directorates make the necessary arrangements to provide essential services and to ensure that telephones are answered.
6. In addition to the above-mentioned, the Acting Director-General of the Department of the Premier has informed all Heads of Departments in Circular 6 of 2009 that the Provincial Cabinet has granted approval for the review of the Year-end Function Policy Guidelines to ensure standardisation and cost- effectiveness across the Provincial Government of the Western Cape with immediate effect.
