1. The ever-changing and increasing demands in school education places growing demands on the administrative staff of our schools. In keeping with international trends and best practice, we must assist our administrative staff to become professional school administrators. This will not only develop these valued employees, but also free SMTs to devote more time to their main function, which is effective education.
2. The Western Cape Education Department (WCED) has developed the Certificate in School Business Administration (CSBA) at NQF Level 4 for administrative staff at schools. The main purpose of this qualification is to create relevant development opportunities for school administrative staff who are committed to personal growth and development. This programme is aimed at equipping participants with the knowledge and competence required to contribute to the effective management of school operations and resources.
3. Applicants should note the following:
3.1 There are only 300 bursaries available for the course in 2010. Applicants will be selected from both rural and urban districts;
3.2 You must be permanently employed by the WCED;
3.3 Entry level for the Certificate programme is Grade 10, with a pass in Maths or Maths Literacy or Accounting or Business Economics. Successful applicants will be assessed according to their current qualifications and prior learning;
3.4 You must be able to read, write and converse in English and in at least one other official SA language. Note that the course will be delivered only in English, both through the lectures and learning materials;
3.5 You must have access to a computer with an Internet connection as the programme is supported by an online learning interface;
3.6 You must be computer literate, i.e. possess a beginner's knowledge of word processing, spreadsheets and e-mail, as well as applications such as MS Word, Excel and Outlook. Proficiency in a presentation application, such as PowerPoint, is highly recommended;
3.7 You must have sound experience in office and financial administration;
3.8 You must not be registered for another course, or already be in receipt of a state bursary or any other bursary;
3.9 Course participants will be expected to travel to the colleges for lectures;
3.10 The duration of the programme is 12 months.
4. The course will be divided into modules, with each module consisting of ± 2 days of lectures, followed by ± 3 weeks of self-paced learning.
5. Each application for the course and bursary must consist of the following documents:
  • A completed application form for course admission and study bursary (Annexure A);
  • A recommendation form, completed and signed by the principal or supervisor (Annexure B);
  • Certified copies of identity document, Senior Certificate or Junior Certificate, and academic and/or professional qualification certificate(s)

7. The application forms have been attached to this minute as Annexures A and B. Copies of these forms are also available from your nearest education district office or the WCED's Client Services, situated on the second floor of Grand Central Towers, Cape Town.
8. Kindly note that:
  • no late, incomplete or illegible applications will be considered;
  • only certified copies of required documentation will be accepted;
  • no faxed applications will be accepted; and
  • the WCED will not enter into any correspondence regarding late applications or omitted information.
9. The Selection Committee will consider and prioritise all applications, and then make recommendations for the awarding of the bursaries.
10. Students will be selected from all education districts, and college placement will be within the student's district.
11. Each successful applicant will be expected to enter into a formal contract with the WCED to render a year's service for each year for which the bursary is awarded, and to comply with the other stipulations outlined in the agreement. The signing of this contract is a mandatory prerequisite and is a standard undertaking with any bursary awarded to WCED employees.
12. The CSBA is an attractive opportunity for self-improvement, but it will require hard work, dedication and self-discipline from students. Applicants are to note that this certificate course does not imply any financial compensation to students upon successful completion.
13. An applicant who has not received a reply by 1 February 2010 may assume that his or her application was not successful.
