1. The goal of the recent redesign process of the Department was to strengthen the support available to institutions to ensure that all learners have access to education of a progressively high quality.
2. It was found that such support could be strengthened significantly by rearranging the way in which the Directorate functions. The Directorate previously operated on the basis of specialisation, where each component (sub-directorate) assumed responsibility for a particular facet of the work. Each employee attached to a component rendered service in his or her particular field of expertise, for example of appointments, pensions and leave.
3. The Directorate has now been restructured so that a component assumes responsibility for a specific grouping as opposed to responsibility for a function. Nine sub-directorates have been established. Eight sub-directorates are responsible for institution-based staff in a specific education district and the ninth for office-based staff at head office and district offices.

5. The new arrangement will increase accountability and transparency and in particular result in a better team approach between components and institutions.
6. The Directorate is primarily responsible for the administration of

  • recruitment, selection, appointment and other lifecycle events of employees
  • compensation and conditions of service of employees
  • personnel records.
7. A separate directorate, Directorate: Internal Human Capital Management has been created to deal with policy issues.
8. Telephone queries must still be directed to the Call Centre at 0861 92 33 22.
