1. In order to assist schools who fall within the National Strategy for Learner Attainment (NSLA), QIDS-UP has embarked on an intervention developed by the University of Stellenbosch.
2. EThe intervention, known as Interactive Telematic Teaching, is a unique interactive platform, based on a combination of satellite technology, the World Wide Web, cellphones (SMS protocol) and smart card technology. It involves an on-campus studio and 10 selected schools in the Western Cape (Addendum A).
3. The chief purpose for this intervention is to create a virtual learning environment to support teaching and learning to Grade 12 learners. It will be spread across diverse geographical areas simultaneously from the studio at the University of Stellenbosch.
4. The following subjects will be broadcast live: Mathematics, Physical Science, Life Sciences, Accounting and English First Additional Language (See timetables at Addendums B and C).
5. Learners at each of the selected schools will be able to interact with the presenter in the studio by means of a computer or cellphone. Participants at each of the other sites are able to see the questions on the screen.
6. The presenters are WCED lead teachers, curriculum advisers and curriculum planners who have been chosen for their expertise in their subject areas.
7. Subject teachers at each school will be expected to manage and monitor the process at the time when lessons are beamed. Teachers will be remunerated on an hourly basis for performing this duty.
8. The WCED will reimburse schools for providing transport and meals to learners attending the sessions.
9. Since lessons are held after school hours during the week and on Sundays, it is imperative for principals to discuss this with parents and SGBs. An indemnity form must be completed by a parent or guardian of each learner.
10. Learners are not the only beneficiaries of this process. If the process is managed well, both the school as a whole and the community will be beneficiaries.
11. An orientation meeting with the 10 principals, each of the subject teachers, and curriculum planners and advisers has been arranged for 21st July 2009, from 14:00 to 17:00. The venue is Room 4029 in the Faculty of Education, University of Stellenbosch (corner of Ryneveld and Crozier Streets). Those who intend claiming for transport costs must bring the following information to the workshop:
  • The motor vehicle registration number and engine capacity
  • A record of the distance from the school to the University of Stellenbosch
  • Persal number of driver
  • Participants from Eden and Central Karoo must make their own accommodation arrangements and submit proof of payment at the workshop
12. Principals are requested to use Addendum D to provide the WCED with details of all Grade12 learners who will be attending the extra lessons. This completed form must be e-mailed to zhartley@pgwc.gov.za or faxed to 021 467 2697.
13. Should you have any queries about this initiative, please feel free to contact:

Zaahida Hartley at 021 467 9357 or email zhartley@pgwc.gov.za

14. We look forward to embarking on this interesting project with you.
15. Principals are requested to bring the content of this minute to the attention of the relevant staff, Grade 12 learners and parents or guardians.
