1. The QIDS-UP School Library Project has been in existence since May 2007.
2. The primary functions of the project are
  • to provide all national quintiles 1 and 2 schools with library requirements, including books, DVDs and posters, to enrich learning and teaching in the classroom and, especially, to improve the literacy and numeracy levels at these schools;
  • to provide library furniture, a computer, audio-visual and other equipment, as required, OR a "book wagon" to assist with the creation of a suitable school library environment; and
  • to train one teacher per school to manage the library resources that the school receives.
3. Since 2008, all primary and secondary schools in national quintiles 1 and 2 have received a maximum of two library items per learner.
4. In addition, a teacher at every school in quintiles 1 and 2 should have undergone training during 2007 or 2008 in the management and use of these resources.
5. The process of selecting and purchasing suitable materials, processing the materials and delivering them to schools is labour intensive and costly. The intention is that the library resource materials that schools receive are ready to be placed on the library shelves, after accessioning in the library register, and that they can immediately be used or borrowed by learners.
6. It is of great concern to the Department that a number of schools have not yet used their school library resources to the maximum benefit of their learners. Some schools have not even unpacked the boxes of library materials and made them available for learner use.
7. The effective management of these resources is the responsibility of the school management team, and schools must use these resources as soon as possible after they have been received.
8. The effective management and use of these library resources should not be dependent on the size of the allocated library space.
9. Schools that have difficulties in complying with the above requirements must contact their school library adviser or the official responsible for school libraries in their education district and request assistance. The contact details are as follows:
