1. Introduction
1.1 The Western Cape Education Department (WCED) will once again provide opportunities for adults to write the national ABET Level 4 examinations in June and October 2009.
1.2 In the final assessment at ABET Level 4 the ratio of examination to site-based assessment (SBA) will remain 50:50.
1.3 The examinations are set by national panels which have also produced a set of standardised SBA tasks for 2009.
1.4 The national Department of Education (DoE) has supplied these standardised SBA tasks to the provinces for use by all centres taking part in the ABET Level 4 assessment in 2009.

2. Site-based assessment
2.1 The SBA tasks for 2008 are valid until June 2009; this means that they can only be used for candidates who are preparing to write the June 2009 national examination.
2.2 In November 2008 ABET advisers in all the education districts received a CD containing the DoE site-based assessment tasks for 2009.
2.3 In the first term of 2009 education districts will hold standard setting meetings at which all centres participating in the ABET Level 4 national assessments will receive a CD of the DoE standardised tasks. It is essential that all ABET Level 4 teachers attend all the education district moderation meetings, including the standard setting meetings, mid-year monitoring meetings and the final moderation meetings.
2.4 In 2009 each learner portfolio must contain the five standardised tasks supplied by the DoE. The authenticity of all learner portfolios MUST be declared by teachers and learners.
2.5 Teacher portfolios must contain all evidence of teaching, learning and assessment for the particular programme. That means that the portfolios must include the teacher's learning programme, an assessment plan per learning area, lesson plans, classroom assessment tasks and tools, the DoE standardised assessment tasks and tools, mark sheets and the relevant policy documents for conducting the ABET Level 4 curriculum and assessment.
2.6 Curriculum advisers will conduct standard setting, monitoring and moderation meetings where teachers will be guided in the use of the new site-based assessment tasks.

3. Examinations
3.1 Both examinations (June and October) will be monitored by the WCED, the DoE and Umalusi.
3.2 The examinations are currently used to moderate the site-based assessment statistically, as indicated in Circular 27/2004, and it is therefore important that all candidates who write the examinations are trained in examination techniques. Teachers are advised to consult the ABET Level 4 chief markers' reports as well as previous question papers when they prepare candidates for the examination. 3.3 Details of the official examination timetable will be provided soon.

5. Conclusion
5.1 All ABET centres preparing candidates for the October ABET Level 4 examinations must implement the standardised SBA for 2009 and comply with the requirements of the DoE.
5.2 Marks obtained by candidates for SBA in 2008 are only valid until June 2009. The standardised assessment tasks must be implemented from January 2009.
5.3 Centre Managers are requested to bring the contents of this minute to the attention of all ABET Level 4 teachers and learners.
