1. INTRODUCTION
1.1 This minute serves to communicate the procedures for managing and conducting the annual national assessments which are part of the Foundations for Learning Campaign.
1.2 The National Department of Education (DoE) will provide the assessments for Grades 1 to 6 to the schools, via the Education Districts. According to the DoE, the education districts will receive the tests in October 2009.
1.3 The standardised tests for literacy and numeracy (Grades 1 to 3) and for mathematics and languages (Grades 4 to 6) will form part of the school's assessments during the fourth term. The Foundations for Learning Test will therefore replace one of the formal recorded assessment tasks for the 4th Term
2. CONDUCTING THE FOUNDATIONS FOR LEARNING TESTS
2.1 The tests must be administered from 02 to 06 November 2009. The following timetable must be followed to ensure the integrity of the assessment across the province.

2.2 The marking memoranda for these assessments will be provided by the DoE.
2.3 The nationally set tests must be marked and moderated according to the national memoranda at school level.
2.4 A monitoring system will be set up to ensure fair distribution, marking and moderation of these tests. Head Office, Districts, Principals and SMTs are requested to monitor the conduct of these assessments as well as the marking.
2.5 Capturing should be done within two weeks of conducting the assessment.
2.6 The capturing of the results should be done on the CEMIS web site address: http//CEMIS.wcape.gov.za heading Assessments and click on National Foundations for Learning .
2.7 All the results must be captured on CEMIS by Monday 23 November 2009.
2.8 Scripts are to be stored safely by the school until further notice.
3. CONCLUSION
3.1 The target of each learner achieving at least 50% in literacy/languages and numeracy/mathematics at each school by 2011 will only be achieved if all role players involved are committed to improving the levels of literacy and numeracy among our learners.
3.2 All principals, school management teams, teachers and school governing bodies are required to support this campaign.
3.3 The conduct of the annual national assessments is compulsory for all public schools in South Africa and must be done according to the instructions provided in this minute.
3.4 Kindly ensure that all teachers and parents are informed of the contents of this minute.
