1. Administering the Grade 9 common tasks for assessment (CTAs)
1.1 The CTAs must be administered in accordance with the CTA Regulatory Framework, as stipulated in Circular 0036/2008.
1.2 All irregularities must be reported to the district irregularity officer.
2. Delivery of Sections B of the CTAs
2.1 Section B will be delivered to schools in November in preparation for the commencement of the formal assessment on 16 November 2009. The deliveries will be made in two consignments.
2.2 The CTA deliveries are based on the learner numbers that the school registered on the CEMIS. Where the number registered on the CEMIS is correct, but the WCED has delivered an incorrect number of copies, the shortage must be immediately reported to one of the following officials:

3. Administering the conduct of CTAs
3.1 Administering of Section B
3.1.1 Section B of each CTA will consist of individual tasks and must be administered under controlled examination conditions.
3.1.2 Section B of each CTA must be administered from 16 - 30 November 2009 in accordance with the national timetable attached with circular 0030/2009
3.1.3 Principals are reminded that they must adhere strictly to the national timetable for administering Section B of the CTAs. Failure to adhere to this timetable will constitute an examination irregularity and will be dealt with accordingly.
3.2 Home languages
3.2.1 The home languages will be written on 23 November 2009. The first session will be from 09:00 to 11:00 and the second session from 12:00 to 14:00.
3.2.2 To accommodate learners who are offering two official languages at home language level, the following arrangements will apply:

  • One home language will be written on 23 November 2009 from 09:00 to 11:00, and the other home language will be written on the same day, from 12:00 to 14:00.
  • To ensure the credibility of this written task, all learners offering two official languages at home language level must remain at the school under controlled conditions after the first session.
  • Principals and teacher invigilators must ensure that learners writing a home language paper in the afternoon do not have any contact with learners who wrote the same home language paper in morning.
3.2.3 As this section is administered under formal examination conditions, no learner will be allowed to have a cell-phone in his or possession while writing a CTA. It is vital that there is strict control in this regard.
3.3 First Additional Languages
3.3.1 All first additional languages will be written on 24 November 2009, from 09:00 to 11:00.
3.3.2 If there are any learners offering two languages at first additional language level, they will stay on the school premises under controlled conditions and write the other first additional language paper on 24 November 2009 from 12:00 to 14:00. The same procedures as for the writing of home languages on 23 November 2009 must be followed.
3.4 Second Additional Languages
3.4.1 All learners offering languages at second additional language level will write on 30 November 2009 from 09:00 to 11:00.
4. Memorandums
4.1 The memorandums for all the learning areas will be provided on a password protected CD. Each learning area memorandum will have an individual password.
4.2 The CDs containing the memorandums will be delivered to schools. The CDs will be in a sealed container which, in turn, will be in an envelope in one of the boxes. The box containing the CDs will be clearly marked.
4.3 The password for each learning area will be made available after each examination has been concluded. Learning area passwords will also be available on the Assessment website at http://curriculum.pgwc.gov.za/site/21/page/view/
4.4 In addition, district officials will e-mail the passwords to all the relevant officials involved in this process.
4.5 Schools that experience difficulties with e-mail or Internet connections can call the district assessment co-ordinators and IMG managers to obtain the passwords.
5. Adaptations for learners with special needs
5.1 The national Department of Education will deliver CTAs in Braille and in enlarged font to WCED schools who submitted requests for such adaptations.
5.2 Principals must manage adaptations for learners with other barriers according to the instructions provided on the WCED Barriers to learning web site: http://curriculum.pgwc.gov.za/go/barriers/.
5.3 No changes may be made to the memorandum of any learning area. However, adaptations made to ensure that a particular learning area memorandum takes into account learners with barriers, must be indicated in red on the memorandum and submitted to the district assessment co-ordinators. Such adapted memorandums will be filed as part of a process for building up a data bank of examples of good practice at schools of the WCED.
6. Resources
6.1 The Social Sciences maps will be used for both Sections A and B of the CTAs. Schools are kindly requested to ensure that these maps are returned in good condition after completion of Section A, and that they are stored in a safe place. They must be handed out again on 17 November 2009 for the administration of Section B of the Social Sciences.
7. Recording and reporting
Schools must ensure that they use the Grade 9 mark schedules provided on the CEMIS website at http//cemis.wcape.gov.za , under the heading Reports and Assessments, as mentioned in Circular 0030/2009. Instructions must be followed so that the program is effectively used at schools. Support can be obtained from the assessment co-ordinators in the education districts.
8. Principals are kindly requested to ensure that all Grade 9 teachers are provided with the information contained in this minute.
