1. Moderation is a process of ensuring the validity of the assessment instruments, fairness of the assessment process, consistency and the reliability of assessment decisions made by all teachers.
2. This minute contains guidelines on moderation of Examination Paper 4 of the Official Home and First Additional Languages and Examination Paper 3 of the Official Second Additional Languages offered for the National Senior Certificate.
3. These guidelines should be read in conjunction with the following documents:

  • The National Senior Certificate: A Qualification at level 4 on the National Qualifications Framework (NQF) (2005);
  • Subject Statements (Grades 10-12) for Official Languages, (2003);
  • National Protocol for Recording and Reporting Grade R-12- Addendum to NSC Policy (Grades 10-12), Gazette 29467(2006);
  • Learning Programme Guidelines for Languages Grade 10-12, (2005);
  • Subject Assessment Guidelines for Languages Grades 10-12, (2008).
4. The attached guidelines for moderation of oral communication (Annexure 1) aim to coordinate and standardise the assessment of oral communication in all official languages.
5. Principals are kindly requested to bring the contents of this minute to the attention of all parents, learners and relevant teachers.
