1. This minute serves to clarify the Regulations pertaining to the Conduct, Administration and Management of Assessment for the National Senior Certificate, Annexure A, Paragraph 1 and 2, p 62-63, with respect to learners who fail to comply with SBA requirements.
2. A learner's results are regarded as incomplete if he/she is absent for all components of the SBA i.e. did not offer any component of the SBA mark. The learner cannot be resulted since he/she has not satisfied the requirements of the National Senior Certificate.
3. In cases where a candidate does not present himself/herself for a specific component of SBA:
3.1 Where a valid reason is provided, the candidate must be offered another opportunity to complete the SBA task. If the candidate cannot present himself/herself for a specific component of the SBA and the reason is acceptable, the candidate's SBA mark is then calculated based on the components completed. The maximum mark is calculated, excluding the component for which the candidate has been exempted.

EXAMPLE 1: VALID REASON

SBA mark = (12 + 8 + 23)/75
= 43/75 x 100
= 57%

This final percentage must be converted to a mark out of 120 as follows:

SBA mark = 57/100 x 120
= 68

This mark (68/120) will be recorded on the SBA schedule.

3.2 Where no valid reason is presented, the candidate is awarded a zero for that component of SBA.

EXAMPLE 2: NO VALID REASON

SBA mark = (12 + 0 + 8 + 23 + 0)/120
= 43/120

This mark (43/120) will be recorded on the SBA schedule.

4. If the candidate was absent for all components of the SBA and no valid reason was provided, the code 444 should be indicated on the SBA mark sheet. A learner with the code 444 will have to repeat the entire subject in the following year.
5. If the candidate was absent for all components of the SBA and a valid reason was provided, the code 999 should be indicated on the mark sheet. A learner with code 999 will be given three months from the date of publication of the results to submit SBA tasks to the school for evaluation. Failure to present SBA within the three-month window period will result in the learner repeating the entire subject.
6. Education Districts must ensure that the two codes, 444 and 999, are used appropriately to categorise learners with outstanding SBA marks.
7. Education District officials and principals are kindly requested to bring the contents of this minute to the attention of their staff, parents and learners.
