4. Zimbini iintlobo zezithuba ezongezelelweyo, ekuzezi, izithuba zokwanda kwenani lobhaliso kunye nezithuba zokwandiswa kwekharityhulam:
4.1 Isithuba sokwanda kwenani lobhaliso sisithuba apho sithi isikolo sikarhulumente esiqhelekileyo senze isicelo ngenxa yokwanda kakhulu kwenani labafundi ababhalisileyo, njengoko kuthi kuboniswe yi-CEMIS kunye nerejista yokuhamba isikolo kwabafundi yesikolo, ukususela ngoMatshi 2008 (inani labafundi ababhalisileyo besikolo ngo-2008 eliboniswa yileta yenani lezithuba zootititshala ezabelwe isikolo ngo-2009) ukuya kutsho kusuku lweshumi lwesikolo ngo-2009.
4.2 Isithuba sokwandiswa kwekharityhulam sisithuba apho sithi isikolo sikarhulumente esiqhelekileyo senze isicelo ngenxa yokwandiswa (expansion) kwekharityhulam yesikolo (ekufuneka ibe iqale yavunywa liSebe i-WCED) okanye ngenxa yayo nayiphi na enye into echaphazela ngakumbi ezemfundo (educational contextual factor) ebingathintela ukuba isikolo sikarhulumente esiqhelekileyo sifundise ikharityhulam ngempumelela nangokukuko.

5. IZITHUBA ZOKWANDA KWENANI LOBHALISO
5.1 Izicelo zezithuba zokwanda kwenani lobhaliso ziya kuqwalaselwa kuphela ngokususela kwinani labafundi ababhalisileyo kwisikolo sikarhulumente esiqhelekileyo njengoko linjalo nge-3 Februwari 2009 (usuku lweshumi lwesikolo) yaye nangokuxhomekeka ekubeni kusekho izithuba kwinani lilonke lezithuba zootitshala ezinokuhlawulelwa. 5.6.1 Abafundi abasishiyileyo isikolo okanye abayeke isikolo ekupheleni kuka-2008 ngenxa yaso nasiphi na isizathu.
5.6.2 Abafundi abafumene isatifikethi sokutshintshela kwesinye isikolo esikhutshwa seso sikolo.
5.6.3 Abafundi abangayanga esikolweni ngalo naluphi na usuku kwezo ntsuku zilishumi zokuqala zonyaka wezifundo wabafundi ngo-2009.
5.7 Isicelo sokufumana isithuba sokwanda kwenani lobhaliso siya kuqwalaselwa kuphela phantsi kwale miqathango ilandelayo:
5.7.1 Isikolo asinabo ootitshala abangaphezu kwemfuneko (no educators in excess), o.k.t. isikolo asinabo ootitshala abaqeshwe isigxina abangaphezu kwenani lezithuba ekuthe ngenxa yalo kwabelwa isikolo eso inani lezithuba zango-2009.
5.7.2 Amanani ewonke abafundi besikolo ahlaziyiwe kwi-CEMIS.
5.7.3 Bonke abafundi bazifumene iindawo eziklasini kwi-CEMIS.
5.7.4 Zonke izifundo zabo bonke abafundi (ngaphandle mhlawumbi kwabafundi beBakala 10) abasesikolweni zifakiwe kwi-CEMIS.
5.8 Izikolo zikarhulumente eziqhelekileyo zinokwenza isicelo sesithuba sokwanda kwenani lobhaliso ukususela ngo-16:00 ngoLwesibini we-3 Februwari 2009 de kube ngoLwesihlanu, we-13 Februwari 2009. Akukho zicelo zifike emva kwexesha ziya kuqwalaselwa. (No late applications will be considered).

6. IZITHUBA ZOKWANDISWA KWEKHARITYHULAM (CURRICULUM POSTS)
6.1 Izicelo zezithuba zokwandiswa kwekharityhulam mazenziwe ngekhompyutha kwi-CEMIS.

6.1.4 Izikolo ziya kunikwa ithuba lesibini lokwenza izicelo zezithuba zokwandiswa kwekharityhulam ekuqaleni kuka-2009.
6.1.5 Izikolo zingenza izicelo ukususela ngo-08:00 ngoMvulo, we-26 Januwari 2009 de kube ngoLwesihlawu, we-13 Februwari 2009.
6.1.6 Akukho zicelo ziya kuqwalaselwa emva kweye-16:00 ngoLwesihlawu, we-13 Februwari 2009.
6.1.7 Izikolo ziya kwaziswa ngesiphumo sezicelo zazo (zomjikelo wesibini) ngoLwesibini, we-31 Matshi 2009.
6.2 Izicelo zezithuba zokwandiswa kwekharityhulam mazixhaswe zizizathu ezivokothekielyo (be fully motivated).
6.3 Isicelo esenziwa sisikolo sikarhulumente esiqhelekileyo sokwandiswa kwekharityhulam siya kuqwalaselwa kuphela phantsi kwale miqathango ilandelayo:

  • ukuba baya kusetyenziswa njani na ootitshala (kubandakanywa nootitshala bezithuba ezitsha ekuthe ngenxa yazo kwangeniswa izicelo);
  • inani labafundi eliseziklasini;
  • inani lamaxesha okufundisa (periods) aya kuthi ngawo abe efundisa utitshala;
  • ubungakanani (ipesenteji) bexesha utitshala aya kuxaxeka ngalo efundisa ngalo mjikelo;

7. ISIPHELO
7.1 Umphathi wekomiti yesekethe (CTM) makaqinisekise ukuba akukho zititshala zingaphezu kwemfuneko (in excess) kwisekethe yakhe okanye kwiisekethe ezingabamelwane ekunokusetyenziswa iinkonzo zazo ukubonelela iimfuno zesikolo esichaphazelekayo. Bonke abafundi abakhutshwayo kubhaliso (de-registrations) nabatshintshelwa kwezinye izikolo (transfers out) benziwe bagqitywa ngoMvulo, we-2 Februwari 2009.
7.6 Ukuba sithi isikolo sibe nengxaki yoqhagamshelwano (connectivity problems) ngethuba sisenza isicelo sesithuba, kucelwa ukuba uqhagamshelane nomphathi wekomiti yesekethe (CTM) ukuba akuncedise.

8. Kucelwa wazise okubhalwe kule ngcaciso imfutshane bonke ootitshala, abasebenzi namalungu amabhunga olawulo ukuze bakuthathele ingqalelo.
